
The president of the Legislative, María del Carmen Alva, considered that the initiative to be presented by the Executive so that, together with the Regional and Municipal Elections of October 2022, a referendum will be held that decides whether or not to elect a constituent assembly, is a distraction that would aim to close Congress.
“No one here is naive. We know very well what they want. From the first day I took office and the presidency of Congress, I knew that the goal was to close the Congress. That was always the speech, which they were going to do it little by little,” he said in statements to the press after inspecting the work of the police in a police station in San Martín de Porres, as part of the week of representation of parliamentarians.
“I tell the population, don't be fooled. This Executive has always wanted to close Congress, he has never wanted to govern with Congress. This Congress has not been obstructive. We have given him a vote of confidence, because if we hadn't given him, a long time ago there would be no Congress, he would have disappeared in September or October, and without Congress there is no democracy. If we are here, it is so that this does not become Cuba or Venezuela,” he added.
“PROJECT IS UNCONSTITUTIONAL”
In addition, he stated that the proposal for a referendum to convene a Constituent Assembly is not in the current Constitution and that it is an unfeasible and unconstitutional issue, so he considered that, if the draft is sent, the signing ministers could be subject to a constitutional complaint.
He also highlighted that there are five lawyers within the cabinet, including the president of the Council of Ministers, Aníbal Torres, and the chancellor, César Landa, former president of the Constitutional Court, of who said “I very much doubt that he will sign this bill”.
