The a href="https://www.infobae.com/tag/peru-libre/" rel="noopener noreferrer" target="_blank"bPeru-Libre bank presented a bill to allow the President of the Republic to call for election of a Constituent Assembly to draft a new Constitution.
Project 1744/2021-CR was prepared by Congresswoman Margot Palacios and calls for the election of 300 popular representatives. In addition, it is proposed that the same power be granted to the Congress of the Republic.
It is written with the aim of overcoming the current economic, environmental, political and social crisis generated by the “failure of the economic and institutional model” which has as its normative basis the Political Constitution of 1993.
In this way, it also proposes to declare the self-convening of the Plurinational Constituent Assembly of Peru on citizens' initiative appropriate, through the submission of one million signatures duly verified by the National Jury of Elections (JNE).
“The Peruvian population is almost twice that of the Chilean population. If we take as a reference that the Chilean constituent has 155 representatives for 17.6 million inhabitants; 33 million inhabitants of Peru would correspond to a number of 300 representatives, in terms of rounding,” the autograph reads.
With regard to potential costs: “This Law shall not incur any costs to the State if the electoral processes conform to the schedules of other electoral processes,” he says.
FORMATION OF THE CONSTITUENT ASSEMBLY
According to the autograph, this Constituent Assembly will be made up of 300 representatives: 50% men and 50% women.
Other percentages were also proposed for specific groups: 25% representing indigenous peoples; 5% of the Afro-Peruvian population; 10% of social and popular organizations; 10% of workers, trade unions, peasants and farmers organizations; 10% of youth organizations; 5% of organizations of entrepreneurs and entrepreneurs; 5% of professional organizations; and 30% of political parties.
In addition, it is proposed that the deadline for drafting and adopting a new Constitution will be 24 months after the Constituent Assembly has been formed.
The bill also emphasizes that its formation does not seek to reduce or affect the functions of either the president of the Republic or the highest authority of Congress.
PEDRO CASTILLO PROPOSES A
President Pedro Castillo reported at the VI Decentralized Council of Ministers in the city of Cusco the presentation of a bill to consult a referendum to determine whether or not the population agrees with the change of Constitution.
The president pointed out that Parliament will have the power to approve or not this initiative, which will be worked on by the Executive Branch immediately.
“We are going to send a bill to Congress, following the constitutional course, so that in these upcoming municipal and regional elections, also through a charter the Peruvian people will be consulted whether or not they agree to a new Constitution,” he said.
The session was attended by the head of the Ministerial Cabinet, ministers of State, regional governor, provincial mayors and social organizations. The objective of the meeting was to listen to the demands of the population and to solve various social problems that afflict the Cusco region.
In addition, he announced that after 18 years, Camisea gas only benefited some cities such as Lima, but that it did not reach other areas of the interior of the country, as costs become excessive for this service to reach.
“At the beginning of the term of office, we put on the table from parties of the Congress of the Republic, among other bills, a proposal aimed at the massification of Camisea gas and I ask Parliament to put it on the agenda for discussion,” he said.
