With more than half of his six-year term elapsed, the president, Andrés Manuel López Obrador (AMLO), has begun preparations for the replacement of the chair presidential.
Although the Tabasqueño has assured that he will completely withdraw from politics once he is out of office, this week he has issued the first instructions for that his successor (of the same party) perpetuate the gains he sowed throughout his administration in terms of energy self-sufficiency — which served as one of his main campaign promises.
This, after the bittersweet episode in which its electricity reform initiative was scrapped by the Chamber of Deputies, but not the amendment to the Mining Law in favor of lithium protection.
However, López Obrador assured that the search to strengthen the Federal Electricity Commission (CFE) will continue despite the setback in his initiative. Hence, his first task to the future president will be to send the electric initiative again, not without first increasing representation in the lower house.
This instruction was put forward after acknowledging that the lack of time and the obstacles presented in this first attempt make it impossible to forward the initiative in its administration.
Therefore, he merely “guaranteed stability in the price of electricity”, clarifying that this commitment can be fully implemented with the adoption of the constitutional reform.
Same case, he added, with the oil industry: he explained that, although he respected the existing but “misleading” concessions, his successor or successor must submit to the vote of citizenship whether they continue to operate or not.
“I'm going to finish my term. Whoever arrives has to decide; they have to ask the people if those blocks stay there as the property of foreigners as speculation or recover. Whatever it is, there is a legal basis,” he said.
It should be recalled that the initiative for the reform of the Mining Law was AMLO's “Plan B” for protection in the exploitation of lithium, only in case the Electricity Law was dismissed due to lack of a qualified majority.
Given this, it only took a couple of days for the Chamber of Deputies and Senators to approve the initiative and it was published in the Official Gazette of the Federation (DOF). A fact with which Andrés Manuel boasted of recovering this natural resource, which, given the scarcity of deposits worldwide, is highly valued and “desired” by private companies.
Against this background, the Chief Executive recommended for the next six-year period to maintain the mandate which determines that the so-called white gold is owned by the nation and not by individuals ; this, in the face of threats from opposition personalities for reversing this reform if the opposition triumphed over Morena in 2024.
