Attorney General charges former governor of Amazonas for irregularities in works for indigenous people

The Public Ministry issued a statement of charges against former president Carlos Arturo Rodríguez Celis for irregularities in an aqueduct that would benefit native communities

For alleged irregularities in the construction of an aqueduct that would benefit indigenous communities located within the jurisdiction of the municipality of Leticia, capital of the department of Amazonas, the Attorney General's Office issued a statement of objections to the former governor of this jungle department, Carlos Arturo Rodríguez Celis.

The Public Prosecutor's Office showed that the departmental government had recognized 92% of the value of the contract, which had a budget of $2,114 million, despite the fact that the works showed a significant delay, which led to the unilateral termination of work by the administration while serving as a Governor Rodríguez Celis between 2012 - 2015-

“The investigated person did not monitor the correct execution of the work contract that would bring water to three indigenous communities in the municipality of Leticia, he did not protect the rights of the Amazonas Government, much less the indigenous population who should benefit from this work,” said the supervisory body.

In this regard, the Public Prosecutor's Office indicated that Rodríguez Celis violated the principles of responsibility of the administrative function and government contracting, and public morality, which is why it described this conduct as a very serious misconduct committed as a malicious offense, at the same time it indicated that this process will be referred to the Disciplinary Chamber of Court of Public Servants of Popular Election, in which the disciplinary proceedings will continue.

Last March, the Attorney General's Office reported that it issued a statement of objections to the mayor of Acacias, Meta, Eduardo Cortes Trujillo, for alleged irregularities in his administration.

The Public Prosecutor's Office is carrying out an investigation to establish whether the local president irregularly delegated some functions to the interior of the municipal administration.

According to the Attorney General's Office, the mayor of Acacías, Meta, would be involved in alleged irregularities in the issuance of Decree No. 062 of 2020, by which he delegated to the Administrative and Financial Secretary the power to carry out budgetary movements in the context of the emergency generated by the covid-19 pandemic.

According to the Public Prosecutor's Office, this investigation seeks to establish whether the local president committed faults by allowing property tax rates to be reduced in some areas of the municipality, among other financial movements that were made by the Acacías Mayor's Office.

“The watchdog investigates contrary to the legal system by delegating unlimited functions on which there was an express legal prohibition, such as reorienting rents and reducing territorial tax rates, without the need for endorsement by departmental assemblies or municipal councils,” said the Eastern Attorney's Office Wednesday, March 9.

The entity took the opportunity to recall that this temporary power granted to local representatives to carry out additions, modifications, transfers and other budgetary operations was an undelegable function.
