National Police Petty Officer sexually abuses his 19-year-old niece inside her home

The police managed to capture the subject and keep him in a police station in San Juan de Lurigancho, while the victim claimed that he abused her while he was sleeping.

A family party in the district of San Juan de Lurigancho was the setting for a 19-year-old girl to be sexually assaulted by her uncle, a National Police NCO while resting in her room.

The victim denounced Willy Guiovany Coaguira Tipula (33), who took advantage of the fact that she was completely asleep to attack her while her family was dismissing their guests. As she said, she barely opened her eyes, her first image was to see her uncle on top of her.

The injured person told the authorities that she woke up with serious pain in her private parts and after what happened she asked one of her relatives for help. Coaguira Tipula remains detained at the Huayrona Police Station in San Juan de Lurigancho, while the mother demanded justice for her daughter and the maximum penalty for the aggressor.

“This guy took advantage of the situation to abuse my daughter. (...) It's her uncle, her father's brother. My daughter has lived with him since childhood. She had confidence with him because she has known him all her life,” said the mother of the 19-year-old girl tearfully.

“This man doesn't deserve to go out because he's a monster. He has not only raped my daughter, but also his eight-year-old niece,” the mother told RPP.

AGGRESSOR IS A POLICEMAN IN ACTIVITY

According to the young woman's relatives, Willy Coaguira is an active policeman working in Callao. For the time being, the Third Prosecutor's Office Specialized in Violence Against Women will take the case to ensure that the subject is not released.

For this reason, the PNP issued a statement in which it reported that the summary administrative-disciplinary investigation against the aggressor has begun. Likewise, as a preventive measure, their temporary separation from service has been ordered until the administrative process is completed. In addition, it was emphasized that at the time the case was heard, the corresponding investigations were initiated.

In addition, through the statement, the entity rejected “any act that affects the physical and/or sexual integrity of individuals, reaffirming its commitment to punish drastically negative actions that may be incurred by its members in order to preserve the image and institutional prestige”.

The Women's Emergency Centers (CEM) are specialized and free public services, of comprehensive and multidisciplinary care, for victims violence against women and members of the family group. To seek recovery from harm suffered, CEMs provide legal guidance, judicial defense, psychological counseling and social assistance.

The program is aimed at all persons affected by family and sexual violence within their area of responsibility, regardless of social status, age or sex.

To access, visit one of the CEMs nationwide, in police stations or hospitals or you can contact the 100 line of the Ministry of Women and Vulnerable Populations free of charge, which has a team specialized in “providing information, guidance and emotional support”. The person in charge of admission will take the information about the event, whether it is family and/or sexual, physical or psychological violence, in order to obtain your data and refer you to the corresponding service.

Throughout Peru, the 246 regular CEM and one CEM in the health center (Santa Julia, Piura) are open from Monday to Fridays from 8:00 a.m. to 4:15 p.m., and 184 CEM in police stations, 24 hours a day, 365 days a year.
