Huancayo: Mayor who was fugitive from justice says he deserves recognition given by Pedro Castillo Tiranos from the center

Although Juan Carlos Quispe Ledesma was a fugitive from justice for corruption following irregularities in the Municipality of Huancayo, he says he does deserve a prize for his efforts as a burgomaster.

Juan Carlos Quispe Ledesma, mayor of the city of Huancayo, continues to generate controversy after reaffirming that he is worthy of the prize given to him by the President Castle. As it is recalled, the burgomaster spent more than 30 days at large fugitives from justice in the case of “The Tyrants of the Center”.

It is worth mentioning that last Tuesday, the president held a ceremony at the Government Palace to honor the mayors of various regions for their good duties in favor of their locality. However, the mayor of Huancayo was being investigated for corruption and embezzlement of money from the municipality of that place.

“We are not going to act irrationally as a mayor did yesterday in Lima,” said Quispe Ledesma when he was approached by the press on his return from his trip to the capital.

“Let's not forget that we are on the verge of an electoral process and many of those who express their 'discomfort' on social media are trolls,” he added.

When asked whether or not he considered that he deserved this recognition from Castillo, he said that he “effectively” because he worked to achieve the management goals.

CASE OF MAYOR OF HUANCAYO INVESTIGATED FOR CORRUPTION

The mayor was a fugitive from justice for 42 days and recently surrendered on April 4. Despite being the key point and nexus in this corruption organization, he was released almost 7 days ago.

According to tax investigations, Quispe Ledesma was subject to a requisition order for alleged crimes against public tranquility and criminal organization, which led him to spend more than 15 days in hiding while “his case was being solved”.

On February 24, the day after the preliminary arrest was rendered against him, the council of the Provincial Municipality of Huancayo unanimously voted to suspend him from office as mayor of that city.

It should be noted that the anti-corruption investigation team of the police, together with the Prosecutor's Office, carried out an operation in the early morning of 23 February with the intention of capturing and arresting several of the alleged members of Los Tiranos del Centro. The mayor of Huancayo was on the list, but he could not be found, as he had already escaped.

After being released by the authorities, last Tuesday, April 12, he resumed his duties as bourgomaster of that city.

WHY IS THE MAYOR OF HUANCAYO BEING INVESTIGATED?

The municipality of Huancayo, headed by Mayor Juan Carlos Quispe Ledesma, executed a road project that did not comply with the provisions of the “Guide for the Implementation of Sustainable Non-Motorized Transport Systems”, as stated in a latest report by the Office of the Comptroller General of the Republic.

In a report issued, the supervisory body states that “the implementation of the bicycle path does not meet the objective of promoting the sustainable non-motorized transport system in Huancayo province.”

For this work, addressed to the districts of El Tambo, Huancayo and Chilca, the municipal entity received S/1′673,294 in public funds, according to the document published on January 10.

The Comptroller's Office also announced that this project has a series of shortcomings such as the “lack of socialization with the resident and beneficiary population”.

“[...] This socialization would not have taken place since, in the process of implementing bicycle lanes, collective groups of neighborhood associations opposed their implementation, specifically, in the Coronel Santivañez and Calmell del Solar avenues, which would have led to the removal of bollards, caps tires to date installed”, the report reads.
