Carlos Quispe Ledesma, mayor of Huancayo and syndicated by the prosecution as one of the alleged leaders of the criminal organization “Los Tiranos del Centro”, has just received one of President Pedro Castillo's own hands, during a ceremony held at the Government Palace.
It should be mentioned that the mayor was at large for 42 days and recently surrendered on April 4. Despite being the key point and nexus in this corruption organization, he was released a week ago.
According to tax investigations, Quispe Ledesma was subject to a requisition order for alleged crimes against public tranquility and criminal organization, which led him to spend more than 15 days in hiding while “his case was being solved”.
On February 24, the day after the preliminary arrest was rendered against him, the council of the Provincial Municipality of Huancayo unanimously voted to suspend him from office as mayor of that city.
OPERATION AGAINST THE TYRANTS OF THE CENTER
The police anti-corruption investigation team, together with the Prosecutor's Office, carried out an operation in the early morning of February 23 with the intention of capturing and detaining several of the alleged members of Los Tiranos del Centro. The mayor of Huancayo was on the list, but he could not be found, as he had already escaped.
After being released by the authorities, last Tuesday, April 12, he resumed his duties as bourgomaster of that city.
It should be noted that Quispe Ledesma received this afternoon the National Prize “Municipal Seal Include to Grow. Local management for people”. This recognition is made up of 500 distinguished authorities. This recognition is given by President Pedro Castillo himself.
This is a recognition to all local governments that have achieved efficient results to improve the living conditions of their localities, within the framework of the National Policy for Development and Social Inclusion that the Government has been promoting.
IRREGULARITIES IN THE MUNICIPALITY OF HUANCAYO
The provincial municipality of Huancayo, headed by Mayor Juan Carlos Quispe Ledesma, executed a road project that did not comply with the provisions of the “Guide for the Implementation of Sustainable Non-Motorized Transport Systems”, as stated by the Comptroller's Office.
In a report issued, the supervisory body states that “the implementation of the bicycle path does not meet the objective of promoting the sustainable non-motorized transport system in Huancayo province”.
For this work, carried out in the districts of El Tambo, Huancayo and Chilca, the municipal entity received S/1′673,294 in public funds, according to the document published on January 10.
The Comptroller's Office also announced that this project has a series of shortcomings such as the “lack of socialization with the resident and beneficiary population”.
“[...] This socialization would not have taken place since, in the process of implementing bicycle lanes, collective groups of neighborhood associations opposed their implementation, specifically, in the Coronel Santivañez and Calmell del Solar avenues, which would have led to the removal of bollards, caps tires to date installed”, the report reads.
MAYOR OF MOCHE DOES NOT ACCEPT PEDRO CASTILLO
On Tuesday, many were amazed by the attitude of the mayor of Moche, Arturo Fernández Bazán, after refusing to accept recognition from President Pedro Castle.
After this impasse where he left the head of state with his hand stretched, the mayor commented on why he made this decision not to accept the award “Municipal Seal Include to Grow. Local management for people”.
“I'm giving it back to you because I don't want that. I want clues and paths for my place. I don't like those recognitions,” Fernández Bazán said in the video he recorded with his cell phone and then uploaded it to his Facebook account.
“President Castillo, from Moche, I give it back to you because I don't want that, I want clues and paths for my place. I don't want president, I don't like those awards. I have returned the recognition to President Pedro Castillo because for me it does not represent me, I am not for silly, cheap recognitions. I'm not up for this show,” he added.
After this awkward moment, the mayor was removed from the scene for the safety of President Castillo and apart from that, the mayor of Moche detailed more things in front of the press cameras.
“I don't lend myself to those things, that they deceive all the mayors, but they won't deceive me. How a person who has done nothing for Peru will recognize to Moche that I have done enough. The mayors who are there are puppets, but not Moche,” he said.
