Juan Carlos Vargas Morales is the new advisor for Stabilization

The appointment came after Emilio Archila submitted his resignation to focus on his aspiration to be dean of the Externado University School of Law

In the last few hours it became known that the President of the Republic appointed Juan Carlos Vargas Morales as the new presidential adviser for Stabilization and Consolidation, after President Iván Duque accepted the resignation of Emilio Archila.

As it transpired, the appointment of Vargas Morales, who was serving as director of the Fund for Special Programs for Peace of the Administrative Department of the Presidency of the Republic, was made by decree 571 of 2022.

According to his resume, Vargas Morales is a professional in finance and international relations, a specialist in public management and administrative institutions, an expert in peace, development and governance at the Complutense University of Madrid and a master's degree in national security and defense, and a member of the Comprehensive Defence Course National - CIDENAL 2003.

He has also been an adviser to the Administrative Department for Social Prosperity, Deputy Director of Social Organization Promotion in the Ministry of Labour, adviser to the Administrative Unit for Territorial Consolidation and adviser to the Ministry of the Interior of the Ministry of the Interior of the Ministry for Displaced Persons.

According to information from Caracol Radio, Vargas Morales has a preventive process of the Attorney General's Office of the National, which investigates the different contracts that were made to position President Iván Duque on social networks.

The resignation of the Councillor for Stabilization and Consolidation, Emilio Archila, was presented to President Iván Duque on April 18. The official had the task of implementing the Final Peace Agreement that was signed in 2016, especially with the reintegration into civil society of the former combatants of the extinct FARC guerrilla.

Archila made the announcement in the afternoon during the Council of Ministers at the Casa de Nariño. The reasons behind his letter of resignation have to do with his aspiration to the deanship of the law school of the Externado de Colombia University. The counselor was a professor at the same educational institution and there he earned his degree as a lawyer.

In fact, Archila spoke to W Radio about this new career path. The official of Duque's cabinet said prior to his resignation that, he has “every expectation that the students and teachers of the institution will choose him as dean”, according to the radio media outlet.

Among the proposals for the deanship of the Faculty, Archila suggested the creation of a regime of incompatibilities and inabilities of teachers. He also stressed that: “the dean must support his departments for the adequacy of the pensum. Not just for once, but creating the dynamics so that it is permanent and not traumatic management.”
