Huachicol hit in Hidalgo: 36,000 liters of hydrocarbon were secured in Mineral de la Reforma

In Mineral de la Reforma, Hidalgo, the Attorney General's Office (FGR) secured 36,000 liters of hydrocarbon in a building located in the Chacón neighborhood, after conducting a search granted by the District Judge Specializing in the Accusatory Criminal System for the crime of “illegal possession of hydrocarbon”.

The search warrant was requested as a result of a complaint filed by elements of the National Guard, in which it was informed that a clandestine seizure was detected inside the house, and the Federal Public Prosecutor's Office (MPF) initiated the investigation folder and conducted the relevant investigations through elements of the Federal Ministerial Police (PFM).

In response to this, a search was carried out, in which the Federal Prosecutor, in the company of elements of the FGR, entered the building located in the Chacón neighborhood, belonging to the municipality of Mineral de la Reforma, in the state of Hidalgo, where two plastic containers and one metal spell were secured inside a cistern-type construction that contained 36 thousand liters of hydrocarbon.

“It is worth mentioning that these actions were carried out in coordination with elements of the National Guard (GN), who supported and provided perimeter security,” the FGR reported in a statement. The hydrocarbon, the property and insured assets were made available to the MPF, which continues with the integration of the corresponding research portfolio.

According to the Executive Secretariat of the National Public Security System (SESNSP), Hidalgo is the state where the highest number of fuel theft crimes are concentrated. From January to December 2020, the FGR initiated one thousand 33 investigation kits related to this crime (in 2019 there were 1,767).

In 2021, Hidalgo returned to the top of the list as the state with the highest incidence of fuel theft nationwide, known as “huachicol”. According to data from SESNSP, there were 1,383 complaints in Hidalgo for violations of the Federal Law to Prevent and Punish Offences Committed in the Field of Hydrocarbons.

Likewise, the state governed by Omar Fayad closed 2021 with 1,638 investigation folders for hydrocarbon theft, placing itself for the third consecutive year as the state with the largest cartridges initiated by said crime, above Puebla (with 1,043) and the State of Mexico (with 798 folders).

In March 2021, President Andrés Manuel López Obrador indicated that, through the resources obtained by actions against fuel theft, save about 136 billion pesos. For his part, the General Administrator of Customs, Horacio Duarte Olviares, assured that the fight against this crime has been reduced by up to 95% since two years ago.

According to article 17 of the Federal Law to Prevent and Punish Offences Committed in the Field of Hydrocarbons, a penalty of between 12 and 20 years of imprisonment and a fine of 12,000 to 20,000 times the value of the current Unit of Measurement and Updating (UMA) shall be punished by those who:

-Alter metering systems to remove hydrocarbons without the consent of contractors, distributors and assignees.

-Safeguard, transport, store or distribute hydrocarbons without the prior consent of contractors and distributors.

-Allow or carry out the exchange of petroleum products, petrochemicals or hydrocarbons for other substances or obtain other material benefits.
