El Fronton: Isabel Cortez proposes to reopen prison for those sentenced for rape and murder

The congresswoman of the Juntos for Peru party emphasized that those who are sentenced for these crimes should not have prison benefits.

Isabel Cortez, parliamentarian of the political party Juntos for Peru, proposed this afternoon, the idea of reopening 'El Fronton' so that the persons convicted of rape and murder are detained in the well-known prison.

El Fronton has to be reopened and there sent to those who rape, murder, send them there to serve life imprisonment, without benefit. Except for the current one, those sentenced to life imprisonment have many benefits,” he told PBO Digital in conversation.

It is worth mentioning that these expressions are given, after President Pedro Castillo assured that he expects the support of Congress, on his proposal to the bill to implement the compulsory chemical castration of rapists of minors, adolescents and women, as is already being done in other countries of the world.

It is worth mentioning that Castillo Terrones' proposal comes after the case of little Damaris, who was raped, mistreated and kidnapped by Juan Antonio Enríquez García. The so-called “Monster of Chiclayo” must serve 9 months in pre-trial detention after this abominable act.

“MONSTER OF CHICLAYO” WILL BE MOVED TO CHALLAPALCA

The court of José Leonardo Ortiz ordered that Juan Antonio Enríquez García, accused of rape and abduction in aggrievance of a child under three years of age in Chiclayo, be transferred to the prison of Challapalca, where he will serve nine months in pre-trial detention.

In a statement, the Ministry of Justice and Human Rights and the National Penitentiary Institute (INPE) reported that the person investigated was transferred to the penitentiary center located in the Puno region at 11:40 PM on April 18.

The transfer was carried out by prison security personnel with the support of the Peruvian National Police and according to the statement is due to the Executive's commitment to “act inflexibly” in the face of serious crimes.

CONFESSED RAPIST AND KIDNAPPER WOULD BELONG TO PEDOPHILIA NETWORK

Juan Antonio Enríquez García, the so-called 'Chiclayo Monster' would belong to a pedophilia network, this was announced by the Peruvian National Police after the first investigations.

In his confession to the authorities, Enríquez García stated that he recorded the minor while sexually violating her while intoxicated. “I took her home, in order to rape her because I was drunk. (...) I met her during the night when I put her in my car when I saw that she was alone,” he said coldly.

“The minor you see in the videos is the one I kidnapped in my car and took her to my bedroom and that's where I sexually filmed her with my cell phone,” she added to the PNP agents.

This confession triggered the alarms of the investigating agents, who assume that the graphic material recorded by Juan Antonio Enríquez García would indicate that he belongs to a child pornography network.

“This subject would belong to a criminal network dedicated to the publication or exchange of these illicit videos in the aggrievance of minors. That cell phone has already been seized and is being sent to the city of Lima for the corresponding expertise,” said the victim's lawyer, Juan Carlos Días, about this hypothesis.

WHAT YOU NEED TO KNOW

Initially “El Fronton” was a maximum security prison, the island eventually housed political prisoners, such as President Fernando Belaún de Terry, who, in his imprisonment, made a failed attempt to swim in the cold waters of Callao to escape. The prison was renamed St. John the Baptist Prison in 1981.

During the Shining Path insurgency, the island was used as a prison for Abimael Guzmán militants. On June 18, 1986, Shining Path led an uprising in the Blue Pavilion of El Fronton, as well as in two other prisons.
