This determination was known after the multiple complaints and complaints made by citizens, since the invoices for both vehicle and property taxes are not allowed to be downloaded, in fact, those who have already managed to obtain the document have not been able to make the payments, either physically or virtually.
There have been protests and blockades over the poor attention given by the district, as people have had to beg, to be able to make the payment of those taxes. It should be recalled that, since this year, the Mayor's Office of Bogotá changed its system for the payment and display of tax bills. For this, citizens must register in a system, where they must then register their properties and there the respective flyers for liquidation are issued.
However, most citizens have not been able to register, nor have they been able to download the invoices, so they have not been able to pay either, this taking into account that the first deadline for applying to the property tax discount will expire on May 9.
Faced with all these problems, the secretary of finance of Bogotá, Juan Mauricio Ramírez, ruled and as a first step informed the taxpayers of the common system of the Industry and Commerce tax and the supplementary notices and boards, ICA, which modifies the deadline until May 6 for the declaration and payment of the first two-month period of 2022, means between January-February. This was issued by resolution number SDH - 000152 of April 13, which provided that the new deadlines for making the payment of this tax will be between May 2 and 6 of this year.
But, the tax calendar continues to move forward, so the district would be considering changing all dates. It became known that the administration gave, at the latest, Friday, April 22, the contractor who is in charge of managing the web platform, to resolve all technical problems. Otherwise, the dates would be changed.
Secretary Ramirez added.
However, the official added that there are about 660,000 taxpayers who are already registered on the page and that they can make their respective payments. It should be noted that, during Easter, an attempt was made to enable a button, 'Download Your Invoice', with which the flyer could be issued with the CHIP of the property and the ID number or NIT of the natural or legal person. But, many people said that it appeared 'does not have outstanding invoices' when they have not even been able to see it.
“We are reviewing in detail what the origin of the failures is. This implies following up on the contractor and the actions that the contractor has been taking,” explains Ramirez who assured that they have been urging the firm for weeks to comply with its obligations.
