In recent days, the head office of the National Superintendency of Migration in Breña, where passports are issued woke up crowded with people who had travels within the next 48 and 24 hours abroad and required urgent passport processing. The case was aggravated when on April 11 the office that operates at Jorge Chavez Airport stopped issuing passports due to failures in printing the document.
This situation is now exploited by mafias that offer fictitious tickets for 200 or 380 soles, which do appear as real in the records of commercial airlines, so that the person concerned can process the emergency passport within 24 hours.
It should be noted that the essential requirement for obtaining the emergency document is to have the “airline boarding pass or travel ticket (meaning as such, the document proving the purchase of the ticket), with the citizen's details correctly indicated, proving the proximity of the international journey”.
THIS IS HOW MAFIAS OPERATE
A report by Punto Final revealed that there are mafias that offer, through social networks, flight bookings that are later canceled. That is, they issue an electronic ticket for a real flight that will be in less than 24 hours. The ticket has all the details and even the reservation code.
Payment is made by deposit or by any other means. An advance is sent and then canceled. The processors request the DNI and look for a flight that coincides with the time (24 hours) required by Migrations to issue the document.
By entering the booking code into the airline registration, it is verified that the flight is real and the code works. Thus, when migration agents check, they see no problem and proceed to process the emergency passport.
In addition, those who sell these fictitious trips indicate what they should say to immigration agents to avoid problems.
“If they asked you why they don't have the return ticket, you tell them that they told you that you only needed the one-way ticket but not the return ticket. If they ask you about the baucher of your payment, you tell them that you did it in cash,” said one of the processing companies to the Panorama program.
Once the passport is obtained, the flight ticket is cancelled.
These procedures are also offered by pullers in the vicinity of the Migrations headquarters in Breña.
PASSPORTS IN ONE DAY SINCE JUNE
On the other hand, this Sunday, the National Superintendent of Migration, Jorge Fernández Campos, announced that starting in June the appointment system will be eliminated, with the purpose of allowing citizens to process the obtaining of the electronic passport.
“From Migraciones we can guarantee users that in June the questioned appointment system will end. Any citizen will be able to exercise their constitutional right to obtain a passport in order to guarantee their international mobility,” Fernández said.
