Guido Bellido: chats with another official reveal possible case of influence trafficking

Former Premier and Congressman Guido Bellido reportedly committed the crime of influence-trafficking or bribery by asking for personal favors from his political godson and “comrade”, Daniel Abarca, advisor to the Ministry of Transport.

According to a Panorama report, everything would have started when Pedro Castillo won the elections. At that time, Abarca would have written to Guido Bellido to congratulate him and sent him his CV. On July 23, Bellido responded to him so that he would tell him where he wanted to be assigned, to which the other responds “in the Vice-Ministry of Tourism or National Directorate of Tourism Development”.

Later, when Bellido took over the premierate, it would have been when he would have been awarded the position of advisor to the Ministry of Tourism (MINCETUR), charging S/ 15,000 soles per month. From that moment on, the congressman of Peru Libre would have written to him to buy tickets and other favors. The money he used to pay for these tickets did not belong to Abarca, but to his partner, whom he told him he would pay in cash.

On the other hand, it turns out that Guido Bellido also had access to a home in Lima, offered by the former advisor. In this “bunker” meetings were held with businessmen whom Abarca represented, 'Los Diegos'. They were businessmen Diego Lombardero Lamas and Diego Aguinaga.

OFFENCE OF INFLUENCE TRAFFICKING OR BRIBERY

According to the criminal law specialist, Carlos Caro Corioa, what is seen in chats is an illegal practice, since two officials should not exchange favors and benefits in exchange for a position in a state entity or tenders with private companies.

Thus, the favors of the former premier and congressman could cost him to be investigated for influence trafficking or bribery, corruption.

In the case of “Comrade Daniel”, being a lobbyist for a couple of tourism entrepreneurs also means an administrative sanction or the crime of illegal sponsorship, incompatible negotiation or trading in influence.

In both cases, being sentenced for trading in influence could sentence them to 8 years' imprisonment.

ABARCA ALSO SENT INTIMATE PHOTOS OF HER PARTNER TO GUIDO BELLIDO

The payment of favors would not be the only thing Daniel Abarca did, but he also sent intimate photos of his partner to Guido Bellido, which he approved with a classic and particular emoticon .

This was reported by the victim, Jackeline Zuñiga, who was the partner for seven months of former MINCETUR adviser, political godson of Guido Bellido.

“I don't know, right now, if Mr. Bellido or Abarca have any more pictures of me. Photos that have been taken in the intimacy of my relationship,” Zuñiga told Panorama.

“In any case, what remains for me today is to defend myself and one way to defend myself is to inform, I have no other choice,” he added.

The woman points out that seeing her photograph in the chat that her then partner had with the former premier led her to end the relationship. In addition, he explained not knowing if he sent it to him of his own free will or were they requested by the congressman.

“It's my picture, we took it years ago and I never imagined that man was going to be that. If there were more, I couldn't see it anymore. At that moment I got nervous and tried to gather information and as soon as that happened, I wanted to walk away. I got really bad. I collect information and as a result of this, I escape and have to flee,” he said.

A judge granted him protective measures and Abarca has been reported for violence and sexual assault.
