The Minister of the Interior, Alfonso Chávarry, was against the proposal of the chemical castration, since he considers that he must go through studies and see if it works or not. This is after the announcement of President Pedro Castillo.

“That must be reassessed. Just like that you can't say, you must have a study. You're going to see that case (Wednesday in the Council of Ministers). You just can't get it out like that,” he said.

Hours earlier, President Pedro Castillo said he expected Congress's endorsement of the bill being prepared by the Government to apply chemical castration against rapists of minors, adolescents and women.

This proposal will be formalized in the coming days, we hope Congress will support it and that it will not turn its back on a popular clamor. As a Government, we have a responsibility to protect and defend the life of Peruvians that is above any political interest or calculation,” said the head of state.

POLITICIANS SPEAK OUT

Faced with the bill proposed by the president, politicians ruled on the measure that will be debated in Congress on Wednesday, April 20.

Félix Chero - Minister of Justice and Human Rights

“In the Government of President Pedro Castillo, the integrity of our children and adolescents is our priority. That is why, from the Executive, we will present to Congress the chemical castration project for rapists that seeks to end these heinous acts.”

Elizabeth Medina - President of the Congressional Women's Commission

Personally, I support that project, because drastic measures already have to be taken in the face of these events that have been taking place in our country.”

Wilson Soto Palacios - Congressman of Free Peru

“In 2018, Congress passed Law 30838 to strengthen the prevention and punishment of crimes against sexual freedom and indemnity, which included #CastraciónQuímica, which had unfavorable reports from institutions and specialists.”

“As a result, sentences were tightened up to life imprisonment. For this reason, we demand that the judiciary enforce the law, efficiently and quickly to avoid further cases of rape that outrage the entire society.”

Yonhy Lescano - Former presidential candidate

“For the savage rapists of children, I proposed chemical castration, in other countries with this penalty rapes have fallen. Peru did not want to approve because of pettiness, now we have no way to defend ourselves against these horrible aggressions. We will resubmit the project.”

Verónika Mendoza - Leader of New Peru

We understand outrage, but neither chemical castration nor the death penalty are solutions. There is no evidence whatsoever of its efficiency. Worse still, sectors that are proposing it today are the same ones that block women's rights. We will continue to be organized fighting for our lives.”

“We demand the highest sanctions for these crimes, exemplary imprisonment for the guilty, comprehensive care and support for victims and families, but, above all, it is necessary once and for all to implement policies to prevent violence, with comprehensive sexual education.”

Juan Carrasco - Former Minister of Justice and Human Rights

“We agree with the chemical castration proposal in conjunction with life imprisonment.”

Rosario Sasieta - Former Minister for Women

“Chemical castration is useless. It prevents erection but is supplemented by similar elements. It does not prevent the predator from attacking using analogous means. With even more anger. The process is very expensive and temporary”
