The captain of the frigate Fredman Edicson Jiménez Cifuentes, commander of the Cartagena coast guard station, spoke with Infobae and revealed the details of what happened.

The evacuation was carried out yesterday at 15:30 hours. The girl was in an activity of the National Sailing Federation, in a competition they are holding in Cartagena and while she was participating, she apparently suffered heat stroke due to dehydration and passed out. Of course when she fainted, she falls out of the boat, into the water, fortunate that a friend or her boyfriend was there. Mr. Simon Ortiz notices, throws himself into the water and holds it. While there in the water, a boat passes by and sees them. They communicate the coastguard line 146 and give us the alert that is happening at that moment.”
