Guido Bellido: “In the ideology of Peru Libre, there is no second agrarian reform”

The parliamentarian of Peru Libre was of the opinion that it should be raised in a bill and budget, since it does not have “sustainability nor does it materialize”.

The parliamentarian of Peru Libre, Guido Bellido, spoke in an interview with La República on the second agrarian reform, a measure promised by the President of the Republic, Pedro Castillo, a few months ago, but that has not been realized so far.

“We were clear with our brothers that day (of the launch) . This second agrarian reform had to be proposed with a law and budget because what was proposed that day has not really been more sustainable and so far has not materialized, he said.

“I was honest, I was direct that day, I said, President, if there is no budget allocated to him, he will not see a greater result, agriculture will be abandoned,” he added.

In addition, he added that in the ideology of Peru Libre there is no second agrarian reform and that they have never promised it during the campaign season.

“We have to resume work and, by the way, at that point. If you revise the ideology of Peru Libre, there is no second agrarian reform. Never in the campaign have we proposed a second agrarian reform. We have proposed technifying and providing productive technical support to agriculture, if that has been called the second agrarian reform, it is another matter,” he said.

ADVANCE OF ELECTIONS

Regarding the advance of elections, Bellido stressed that “changing one for another” will not provide the solution to the problem and compared the case of former presidents Martín Vizcarra and Francisco Sagasti.

“(...) You will not see a solution changing one for another. Vizcarra was emptied and Sagasti was put on, what was the big change. At the moment they are proposing that all sectors that have not had a political result in the last elections leave, for them it is an opportunity, to put a bench, to put more congressmen. The Fujimorists, the caviars ask for advance of elections,” he said.

Likewise, the Peruvian left uses the term 'caviar' a lot, especially to address the opposition and assured that this term is not an insult.

“I don't know why people bother. Caviars are those that pretend to be left-wing, but in the end they are not left-wing. They are those who have told the president, “You do not change the Constitution, with this Constitution you can make good government, you will keep the promises you have made. That's what they told the president in return give me a ministry,” he said.

MINISTERIAL CABINET

Previously, the National Assembly of Regional Governments (ANGR) was calling for the recomposition of the Cabinet of Ministers led by Aníbal Torres and Bellido commented that there was no motivation to do so.

“So far I haven't seen a motivation. What happens is that there are sectors that want ministers for a week, it is a strategy to put the government in precariousness. Let it work,” he said.

Regarding the blockades of the mining corridors, the former premier pointed out that since Pedro Castillo assumed the presidency, they have found it closed, in addition to previously blaming him for these kinds of problems in Apurimac when he assumed his previous position as president of the cabinet.

“We found the blocked mining corridor on 28 July. For years we have been left unattended by peoples, more than 300 active conflicts”,

No one can tell me that I have promised something. What we have done is set up a dialogue table, but unfortunately when we had finished one stage and started the second, the next day, October 6, the president asked us to resign and unfortunately the new president (Mirtha Vásquez) did not continue the talks. In Apurimac they have misinformed, their governor has misinformed. They were told that they were going to take away the mining fee, that is false”, he concluded.
