The former Minister for Women, Rosario Sasieta, expressed her rejection of the case of the child under 3 years old who was abducted and sexually abused, in Chiclayo, and by the other similar cases that have occurred in the country in recent weeks. He pointed out that the Executive should take prompt action, but chemical castration, which is being proposed by the Government, would not be effective.

The lawyer pointed out that people clearly outraged by these crimes “can often be surprised by the issue of chemical castration ”, but he assured that “that doesn't solve anything.” In addition, he explained that the procedure is very expensive and, “what it does is inhibit the erection, but it does not prevent the mental issue”.

In the case of the death penalty, another measure demanded by the thousands of people protesting against the case of the girl child, the former minister recalled that this proposal “has very serious legal consequences”. This is considering that Peru does not accept the death penalty, since the State is attached to the American Convention on Human Rights, known as the San José Covenant.

PROPOSALS

Sasieta proposed measures such as the construction of prisons exclusively for persons who sexually violate minors. “That they harvest somewhere in our mountains, the jungle, as a penitentiary colony,” he said in an interview on RPP Noticias.

On the other hand, the former minister also said that the Register of Aggressors, which includes all those reported and convicted of crimes of this type, should be promoted as a measure to combat these crimes. Sasieta added that it is urgent that this information be publicly accessible and no longer exclusive to the Police and Prosecutor's Office.

“It has to be publicly accessible (registration) because the Government, the State in reality, has a duty to give citizens tools to defend themselves. Then, even a young woman who wants to report an affective relationship enters that register and will know who the person she is pretending is,” he said.

It also questioned the fact that only 400 offices of the Municipal Office of the Ombudsman for Children and Adolescents (DEMUNA) are accredited to the Ministry of Women (MIMP), when the total at the national level is 1,700 district mayors. The lawyer explained that it is important that these spaces are registered so that they can issue protective measures in cases of violence or neglect.

IT IS NOT AN ISOLATED CASE

In addition, she stressed that child abuse in Chiclayo should not be seen as an isolated case. I could say that the murder of this boy from San Martín marks what we can no longer allow. In the face of a hard moment, a red moment is better than three yellow ones. I think we can do it quickly, the Executive, above all, must have the political vocation demonstrated in facts,” he said.

CHILD ABUSE

Last Wednesday, April 13, a 3-year-old girl was found tied hand and foot with packing tape after spending 15 hours in captivity. A 48-year-old man kidnapped and sexually abused her.

The subject's name is Juan Antonio Enríquez García, better known as the ' Chiclayo Monster'. The man took advantage of his parents' distraction to get the minor's attention and get her into his car. He kept it on the second floor of his house, located in the El Santuario urbanization.

On the other hand, in the San Martín region, a subject was accused and arrested today for sexually abusing and murdering a minor aged just one year and 8 months old in the town of Selva Alegre, in the district of El Porvenir, in Tarapoto, San Martin region.

The personnel of the Criminal Investigation Division of the Peruvian National Police (PNP) arrested him, after they found the body of the lifeless minor in a ravine. What outraged the population the most is that the accused was the girl's stepfather.
