Peruvian government evaluates chemical castration for juvenile rapists

The measure, suggested by President Pedro Castillo, must be included in the Penal Code and must be approved by the Congress of the Republic. This follows the abuse of the 'Chiclayo Monster' against a 3-year-old girl.

The Peruvian government is considering chemical castration for rapists of minors, adolescents and women, announced President Pedro Castillo, following the case of Juan Antonio Enríquez García, the 'Chiclayo Monster', who kidnapped, tortured and sexually abused a 3-year-old girl in the city of Chiclayo.

“Enough of so much violence, crimes of sexual violence against children will not be tolerated by this government, nor will they go unpunished. The pain of this family is also ours, I am outraged by such cruelty,” he said.

The head of state assured that after what happened in Chiclayo, they should be taken more extreme and added that sexual abuse against minors will not go unpunished, so we must work multisectorally to prevent and eradicate violations against children.

“This atrocious and inhumane fact leads us to enormous reflection as a country to adopt stricter state public policies that safeguard the human rights of the most defenseless of our children, and chemical castration is an option, we cannot wait any longer,” he said.

Pedro Castillo indicated that this measure should be included in the Penal Code and that the approval of the Congress of the Republic would be needed for its viability as has been done in seven states of the United States, Russia, Poland, South Korea, Indonesia and Moldova, where it is already implemented.

“We urge the Congress of the Republic to support concrete measures in favor of the most vulnerable, because we cannot continue to tolerate these violent acts that damage our integrity as a society and destroy the lives of the defenseless,” he added.
