The mayor of Cartagena William Dau posted a video on his social networks, where he said that several people who today point out and criticize him, are heirs of questioned families. He called the institution hijacked by “malandrines”, for example, accused the former president of the city council, Gloria Estrada, who is being held with house imprisonment after allegedly being captured for carrying drugs; for allegedly leading a group that extorts administration officials, with commencements of judicial proceedings.

He also pointed out that at the University of Cartagena, contracts were allegedly being directed irregularly to several directors of the institution, which he claimed to be a “rat's nest”. “I ask you to look at what I call a set of rotating chairs or carousel of chairs where officials who leave the Attorney General's Office are hired as teachers and professors at the university.”

Due to this qualification, in November 2020, Dau was brought to trial, at that time before the Office of the Attorney General of the Republic, which expressed his disagreement with the terms in which he referred to the directors of the university.

Such was the disagreement with what was stated in the Council, that the rector of the University, Edgar Parra, said that he will denounce to the Prosecutor's Office, the alleged manipulation of contracts. Facts supported by W Radio, which published audios and reports of officials who were committing some crimes.

But, the discord between the mayor and the Council also goes, because the president made a tour of some roads in Cartagena, where he found an advanced state of deterioration, so they must be intervened. The administration asks the Council to give priority to the issue and to approve the budget necessary to carry out the works, “Today I went out to visit the different points where we are asking the Council to approve a loan for roads, also in compliance with judicial actions, it is sad to see how several arteries are found roads of the city, that even makes you want to cry,” said the burgomaster.

In fact, yesterday he visited some official schools, which also show such a deterioration that classes in these institutions could be suspended. The tour was carried out in the company of councilwoman Claudia Arboleda, where they confirmed that, in total, 21 schools are waiting for the approval of a loan worth 40 billion pesos.

For all these requests that the mayor makes, he expresses the pressure he receives to favor some people with contracts and tenders. In addition, that is why the budgets and appropriations needed to advance the works are not approved.

For example, during the control debate, he accused Council President Oscar Marín and Councilwoman Katya Mendoza of visiting Cartagena's Health Director Johana Bueno, in order to ask them to contract the Collective Intervention Plan,

In fact, on 12 April, the mayor announced that he had already denounced Óscar Marín for the crimes of embezzlement for third-party appropriation and prevarication by action,
