Congress today enacted the law that ensures the implementation and execution of the return of money from the National Housing Fund (Fonavi) to the workers who contributed to it, prioritizing the vulnerable population, as a result of the covid-19 pandemic. This standard ratified the final amount of 42,008 million soles in favor of the fonavistas, after applying the consumer price index (CPI) and considering both contributions from workers and employers.
The Executive's observation questioned, among other things, the criterion by which the amount owed to the fonavistas was determined, noting that the calculation should be raised only on employee contributions.
It should be noted that Fonavi was created by Decree-Law No. 22591, dated 30 June 1979, which aimed to progressively satisfy the need for housing of workers based on their income.
The National Housing Fund was in force from 1 July 1979 to 31 August 1998. Its main objective was aimed at dependents and independents as a form of support for the acquisition of land progressively, thanks to a contribution they made with part of their salary.
According to the law published today, in article 5 of Law 31173, in the sense that the Ad Hoc Commission is made up of:
- Three representatives of the Ministry of Economy and Finance (MEF).
- A representative of the Office for Social Security Standardization (ONP).
- Three representatives of the National Federation of Phonavists and Pensioners of Peru (FENAFP).
The Commission is chaired by one of the representatives of the National Federation of Phonavists and Pensioners of Peru.
The Presidency of the Council of Ministers (PCM) provides the infrastructure and resources necessary for the functioning of the Commission.

Who can be beneficiaries of Fonavi 2022?
All citizens are pointed out that at the time they were dependent and independent workers and that they were contributors. An exception should be given to those who benefited from their resources, as well as employers and the State.
How do I know if I am entitled to return Fonavi?
All Peruvians who wish to know the list of beneficiaries for the return of contributions must enter the free service of the national register, which is available virtually and can also be consulted by telephone.
If you want to make the online consultation from the platform, you must have your ID number, voter card, alien's card and/or the Armed Forces or Police at hand.
How do I check Fonavi's register?
When entering the platform, you must go to the module that indicates “virtual consultation”. A form will appear, which you need to fill out with your details and the verification text.
The next step is to click on “Consult”. Once the data has been verified and you find your name in the list of beneficiaries, you can go to the Banco de la Nación and collect the money by showing your National Identity Document, as long as the payment schedule has already been set up.
The data: In order to protect your data on the Internet, the system you will enter will be closed after 15 minutes of inactivity, so if it is updated, you will have to carry out the process again, which must be carried out by the owner.

How do I know during which periods I made the contributions?
You must remember that dependent workers made compulsory contributions between January 1980 and July 1995; after that date, only the employer made the contributions until August 1998.
Those considered independent provided optional contributions from July 1979 to July 1995 and, on a mandatory basis from August 1995 to August 1998, as detailed in the Fonavi Technical Secretariat's platform.
