
The President of the Republic, Pedro Castillo, said on Tuesday that the start of operations tests of the New Talara Refinery (NRT) represents a fundamental step for the country, because it will allow the production of fuels with high standards environmental. It was at the inauguration of the plant located in the north of the country.
He explained that not only will the plant have a much greater processing capacity than the previous one, but by incorporating state-of-the-art technology, it will be able to process and reprocess inputs of very low value and convert them into the highest quality fuels on the market.
On Tuesday, the gradual start-up tests of the New Talara Refinery, located in the Piura region, began, which will ensure the country's continuous and timely supply with fuels while preserving air quality and public health, Petroperú said.
In this regard, Pedro Gamio, former deputy minister of energy, commented that with this relaunch the old refinery built by the International Petroleum Company in the early twentieth century has been brought back to life. “The main achievement of this modernization is to produce petroleum products with lower sulfur content, basically diesel. We would have wanted it to have been 15 years ago, when natural gas was not the main challenge for Peruvians and the greatest opportunity,” he said.
He commented that this is one of the most expensive refineries in the world for renovation, and had only one bidder. All competitors were ruled out, especially a Japanese company that had participated in the construction of the newer La Pampilla refinery. “This refinery has been quite expensive, and we must pay that debt from now on.”
He added that because we do not have our own crude oil, we are in urgent need of importing and that reduces the profitability of this modernized refinery.
INCREASED CAPACITY
The chairman of the board of directors of Petroperú, Humberto Campodónico, stressed today that the New Talara Refinery will allow a substantial reduction in fuel imports to the country. This was stated at the ceremony of the start of the gradual and progressive start tests.
In addition, he indicated that a greater amount of middle distillates will be produced, including diesel, which are products that have the most value in the market.
“This will allow us to at least double the profit margin per barrel of refining and will make our prices more competitive, which will benefit the entire population,” he stressed.
“But perhaps the most important thing is that gasoline and diesel will significantly reduce air pollution and respiratory diseases, as sulphur emissions are reduced from 3,000 to 50 parts per million, which is great news,” he added.
