New Talara Refinery Starts Operations and Will Offer More Economical Fuel

The start-up will increase the refining capacity of the hydrocarbon complex from 65,000 to 95,000 barrels per day.

This Tuesday began the gradual start tests of the New Talara Refinery, located in the Piura region, with the which is expected to have a continuous supply to the country with fuels, said Petroperú.

Humberto Campodónico, Chairman of Petroperú's Board of Directors, said the work will allow cleaner fuels to be offered at prices competitive in the market.

Yes, this refinery will allow profit margins per barrel of between 9 and 11 dollars, which is almost double or triple what we had before, therefore, having that capacity, our prices will be more competitive, we will have those prices in the market and it will be a benchmark for other competitors, such as La Pampilla and several fuel importing companies,” he told TV Peru.

The issue of the marketing chain is important, because it could be that the price in Talara will be lowered, taking into account that we are going to put it at competitive prices. But when it comes to the public there is a distortion, considering that the biggest savings we make would fall by the wayside,” he added.

REFINING CAPACITY

He explained that the New Talara Refinery will be able to increase the refining capacity of the hydrocarbon complex from 65,000 to 95,000 barrels per day.

At the same time, heavy crude oil can be processed, which is cheaper and used to be discarded, but now with the new technology it allows it to be used to the last,” he said.

This is a gradual, progressive start, we estimate that between five and six months it will operate fully. What happens is that we have 7,000 equipment and 35,000 instruments, and it's like when you have a new car for the first 2,000 kilometers you have to oil the engine, and in the case of the new refinery you have to test the pipeline and equipment, as well as a very specific safety protocol,” he added.

SULFUR FREE OIL

The president of Petroperú explained that the New Talara Refinery will extract sulfur from oil, and that will make a much cleaner fuel, because it will now go from 3000 parts per million of sulfur to 50, which is a very high standard.

An important aspect is energy security, in order to have a secure self-supply, and another issue is that when you have a refinery, extract oil and make fuel, it is cheaper than importing it already refined elsewhere,” he said.

Petroperú reported that, during this gradual start-up testing process, interconnections and systems required for the commissioning of 7,000 equipment and 35,000 instruments will be carried out, involved in this process that will last a minimum of six months, until stabilization is achieved.

TECHNOLOGY

For its part, the Ministry of Energy and Mines (Minem), said that the New Talara Refinery (NRT) has a new technology called flexicoking, which will convert inputs of low economic value into high-value products such as gasoline and diesel of the best possible and friendly quality with the environment.

In addition, it has a processing capacity almost 50% higher than the previous plant, since it can process 95 thousand barrels of oil per day.
