The governor of Nuevo León, Samuel García Sepulveda, signed a decree with urgent and extraordinary measures to speed up the search for missing women in the state. The decree envisages four main areas of action to contribute to the resolution of cases of female disappearances, which, according to the official gazette, are:
1. To form a special support group for the search for missing women and attention to femicide.
2. Increase the current search group (BUPE) with more than 200 elements and empower it to act immediately in search operations for women.
3. To seek both women and their violators, without fear and with the full weight of the law.
4. To create the Inter-Agency Task Force Group, composed of the General Secretariat of Government, the Secretariat of Security, the Office of the Attorney General of Justice, the Local Commission for the Search of Persons and the State Executive Committee for Victim Care.
In addition, the decree instructs the acceleration of the C5 project, which consists of the installation of a system responsible for the coordination, direction and immediate channeling of all cases through 911, in order to reduce the waiting time before starting the search. Other actions include the expansion and equipping of the State Search Commission by tripling its staff and the capacity of the platform, which aims to reduce response times in all processes and provide full and permanent support to victims.
The state president announced other actions in addition to those included in the decree and reaffirmed his collaboration with the Prosecutor's Office to resolve cases of disappearance. On his Twitter account, he stated that he ordered to strengthen the deployment of elements of the Civil Force and added that he has information that he will not share in order not to hinder the investigations of the Nuevo León Prosecutor's Office.
The decree on extraordinary measures came amid protests by feminists claiming the disappearance of women following the death of María Fernanda Contreras and the viralization of the case of Debhani Escobar, an 18-year-old girl who disappeared last Friday. Escobar's case alerted the government to the need to strengthen government actions to address reports of disappearances, García Sepulveda said:
“We have to connect the municipal C4 with the C5 with private cameras to keep an eye on the city at all times, because it is a shame that yesterday we went with Debanhi's family to the place where the facts are presumed we don't have cameras to have and obtain data that would have helped the investigation.”
On social networks, he expanded his statements about the follow-up he is giving to the operation to search for the young woman, he said: “In the afternoon I joined her search and spoke personally with her family, friends, acquaintances and people involved in this case.” The governor was seen yesterday with his wife, influencer Mariana Rodríguez, on the Highway to Laredo, the last place where Debhani's presence is recorded.
It is worth mentioning that Samuel García said that today they would announce the action plan to address the situation that women in Nuevo León are experiencing. In a video posted on the Instagram account of the first lady of Nuevo León, she said: “Today I can inform you that we have already located 10 women, I hope to locate Debehni and other women. We are not going to stop working, it is a very complex issue. Tomorrow we have an important announcement to make. And we are going to be activating other protocols such as dawn, which is women, apart from amber, which is for boys and girls.”
