Patricia Chirinos, congressman of Avanza Pais, did not hesitate to constitutionally denounce President Pedro Castillo for approving a curfew in Lima and Callao on Tuesday, April 5.
According to the document presented by the legislator, this decision by Castillo Terrones breached its duty to respect the rule of law and the Constitution, as established by the Constitutional Court (TC).
Along these lines, he indicated that the president adopted “disproportionate measures” that ended up “affecting fundamental rights, protected by the dichotomy of which principle should prevail, that of authority or freedom”.
The complaint also questioned the fact that the repeal of Supreme Decree 034-2022-PCM was never published, which remained in force throughout April 5, “preventing the freedom of movement and assembly of the population and the exercise of their fundamental rights”.
“Finally, it is necessary to take into account that this totally arbitrary, discretionary and disproportionate measure is aggravated by the fact that, to date, the motivation for it has not been made public,” he said.
“This is particularly important in this situation, since when the State intends to limit the freedom of citizens, the decision must be properly motivated and substantiated, that is, provide a clear and reasonable explanation,” he added.
Before concluding with the document, Chirinos questioned Pedro Castillo after the death of six people, which resulted in the strike of carriers, for which he accused him of infringement of fundamental rights, the duty to be at the service of the nation and the primary duties of the State.
PATRICIA CHIRINOS AGAINST ANÍBAL TORRES
The third vice-president of the Congress of the Republic, Patricia Chirinos, spoke on the statements of Prime Minister Aníbal Torres, who cited Adolf Hitler as an example of economic development and growth.
During statements to the press, the congresswoman did not hesitate to criticize the prime minister after these statements that created great controversy.
“I think that man would have to go see a doctor because they are not normal expressions at the moment, with what is happening in the country. It seems more like a joke in very bad taste and I think they are totally irresponsible expressions coming from the premier,” said the parliamentarian.
As is recalled, during the session of the Decentralized Council of Ministers in the city of Huancayo, the head of the PCM named dictator Adolf Hitler as an example of economic growth and great leader of Germany.
“Italy, Germany were just like us but once Adolf Hitler visits northern Italy and (Benito) Mussolini shows him a motorway built from Milan to Brescia, Hitler saw that, went to his country and filled it with motorways, airports. It made Germany the first economic power in the world,” he said.
After the wave of criticism that the premier received, he said that he feels calm because he does not hold on to office or power.
“I'm not afraid of anything, because I'm not clinging to the job, and I've learned in my life how to survive with my work, my study and not begging for jobs like others,” Torres said.
