Congress: these are the six candidates considered eligible to be elected judges of the TC

A vote in plenary will be the final phase in appointing the new members of the Constitutional Court.

The personal interview phase has been completed and the table of merits prepared by the Special Commission for the Selection of Candidates for the Election of a Judge of the Tribunal has been published Constitutional, there were six applicants left. These have been qualified; however, it will be the plenary of Congress that will confirm their appointment within the supreme body of interpretation and control of constitutionality.

It should be recalled that of the six current members of the TC, five have the expired mandate, including its president Augusto Ferrero, whose tenure will expire in August of this year.

The published merit table places Francisco Morales Saravia in first place among the candidates with 92.89 points. He already has experience within the institution he intends to represent since he worked at the Constitutional Court between 2004 and 2014. He served as jurisdictional advisor, coordinator of the TC's office of advisors and secretary general of the court.

Immediately afterwards is Gustavo Gutiérrez Ticse, questioned applicant after it was discovered that he did not report on the existence of 15 traffic violations for which he was sanctioned and for unpaid debts to Sunat, settled after the case was made public. The commission composed of Jorge Montoya, José Balcázar and Wilmar Elera awarded him 88.67 points.

The former director of the Judicial Investigations Center, Helder Domínguez Haro, ranks third with 84 points while Luz Pacheco Zerga, the only female applicant selected, took fourth place with 83.96 points. She has been a member of the National Court of the National Superintendence of Labour Inspection.

Manuel Monteagudo and Cesar Ocho with 75.88 and 73.32 points respectively occupy the last two places. The former was legal manager of the Central Reserve Bank of Peru while Ochoa was a member of the Police Discipline Court of the Ministry of the Interior.

The schedule under which the selection process has been governed, indicates that on Monday, April 18, the special committee will send the table of merits presented above to the presidency of Congress, as well as a final report that includes the explanation of the scores awarded. From then on, the date on which the plenary of Congress will vote for the election of future judges will be announced.

It should be recalled that at the beginning of the year, the commission provided a list of 71 candidates eligible to be part of the process. On that occasion, the president of Congress announced that by March the new members of the Constitutional Court would be available, but several events that occurred in Congress forced the schedule to be redesigned. Now, all that remains is to implement the final step, which is the election through a vote in the plenary of the Congress.
