The Minister of Justice and Law, Wilson Ruiz Orejuela, after the issuance of Resolution 539 of 2002, which establishes the possibility of exporting the dried cannabis flower, presented a plan to boost the export of the plant within medical and scientific uses.

Ruiz explained that exporting the dried flower of this plant positions Colombia at the forefront at the regional level as one of the main producers and exporters of raw materials for the production of medicinal, scientific and industrial products that will reach the main consumer and processing markets.

It was also established that medical cannabis products may be advertised and promoted in compliance with the requirements established in the law, “this guarantees access to quality items, allows recognition of benefits and erases stigmas related to the improper use of the plant,” said Wilson Ruiz.

The concept behind this idea is to adopt a territorial tribute to marijuana consumption — no matter if it is therapeutic or recreational — part of which would go to regional coffers.

For the governors, this tribute, which is part of a technical paper with 11 more ideas, has a broad justification that takes into account the cannabis movement in other countries, especially in North America.

Fededepartamentos set out in this way what could be an uncomfortable idea for sectors against the use of recreational and therapeutic cannabis:
