CDMX and Edomex: how to process a permit to move without license plates

In the event that you obtain a new vehicle or are in the process of canceling your license plates, in Mexico City (CDMX) and the State of Mexico (Edomex), motorists may request a license to drive without license plates for 30 days with the Ministry of Mobility belonging to either of the two entities federal and not be eligible for any fine or sanction.

It should be borne in mind that this procedure can only be done by owners or legal representatives when a new or used vehicle will not be definitively registered in the capital or in the Edomex and will be transferred for placement in another state. Motorists who purchase a new vehicle for adaptation without a bodywork will also be able to do so.

In the event that motorists residing in CDMX, the cost of the license to drive without license plates is 245 pesos and the procedure can be done online. The first step is to enter the website of the Secretariat of Administration and Finance (SAF) to obtain the capture line to make the amount mentioned above using the following link: https://data.finanzas.cdmx.gob.mx/formato_lc/vehicular/36_13.

In order to generate the capture line and be able to make the payment, motorists will need to enter the requested data in the form (vehicle make, vehicle model and license plate). Once this procedure has been completed, interested parties may make the payment online through the following link: https://data.finanzas.cdmx.gob.mx/pago_tramites_en_linea or at one of the participating banks.

Subsequently, the interested parties must perform the following steps:

1. Go to one of the authorized Vehicle Control Modules

2. It presents the payment of duties and the following documents:

- Official identification. It can be a credential to vote, a professional ID with a photograph, a passport or a certificate of the National Military Service (SMN).

- Documents of accreditation of a legal entity in original and copy. In the case of legal persons it can be constitutive act, power of attorney or identification of the representative; natural persons may present a power of attorney signed by two witnesses and the identification of who is carrying out the procedure.

- Proof of address.

- Proof of ownership in original and copy. It can be an invoice or, in case the vehicle is on credit, present a letter invoice.

- Proof of payment of tenure or endorsement of the current fiscal year and the previous five years.

- If it is a used vehicle, present the cancellation of the license plates of a private car.

If the persons interested in applying for a license to drive without license plates are residents of the Edomex, it must be taken into account for which type of vehicle the permit will be requested, since the fees for carrying out the procedure vary.

- Service or private vehicle: 271 pesos

- Private commercial cargo vehicle: 1083 pesos

- Trailer: 539 pesos

However, unlike the capital, Mexicans will only be able to carry out this procedure in person and submit the following documents to the Tax Services Center closest to their home:

1. Valid official identification and Unique Population Register Key (CURP) of the owner or owner.

2. Document proving ownership of the vehicle.

3. Proof of address.

4. Lowering plates from the Edomex in case it is a used unit.

5. Proof of payment of tenure or endorsement

6. Proof of payment of duties

To go to the Center, you must schedule an appointment by entering the Taxpayer Services Portal, at the address: https://sfpya.edomexico.gob.mx/recaudacion click on the “APPOINTMENTS” icon, choose the option “Appointment for Vehicle Procedures Face-to-face” and generate an appointment according to the agreement with the available dates, times and offices.
