The local deputy of the National Action Party (PAN), Gabriela Salido Magos, presented an initiative that seeks to create the Register of Persons Aggressors of Non-Human Animals. It will not only punish those who threaten their lives, but it will also serve to prevent the public from the recidivism of aggressive behavior towards these living beings.

According to the Panista, in the event of a repeat offense of these behaviors, the aggressors shall be punished by two to four years in prison and a fine of 200 to 400 days, as well as the insurance of all animals kept in shelter or under their care.

During his speech, Salido Magos indicated that the initiative aims not only to punish the aggressors, but also to identify the behaviors to be accompanied by treatment in support of mental health and an analysis of disorders, to implement strategies for the prevention of all types of violence against people, in various settings of the capital of the country.

Similarly, the blue and white legislator indicated that it will be the Animal Protection Agency that will create the platform that registers the aggressors, it will contain these data: name, surname, CURP. data of the file, the sentence or resolution of the sentence.

On the other hand, if the aggressor is a public servant, the complaint must be made to the Secretariat of the Comptroller General's Office in order to proceed and determine the disqualification of his functions.

The initiative reforms article 24 bis, in its sections XXV, XXVI; and section XXXIV of article 4 is added; section XXVII and XXVIII, covering in its current order, article 73; and Chapter XIII entitled “On the Registry of Persons Aggressors of Animals,” and articles 78, 79, 80, 81 and 82, all of the Law on Animal Protection in Mexico City.

It is worth mentioning that in February, Gabriela Sodi, a federal deputy for the Democratic Revolution Party (PRD), presented a reform initiative that guarantees respect for the dignified life, physical protection and general welfare of urban and companion animals.

To make this a reality, the president of the Commission for Attention to Vulnerable Groups in San Lázaro signed on Friday, February 11, to amend articles 4 and 73 of the Political Constitution of the United Mexican States (CPEUM), this in order to recognize animals as sensitive beings, so who have the right to have their welfare and protection sought, avoiding abuse, neglect or cruel or unnecessary death.

This seeks to empower the Congress of the Union to issue laws on the protection and welfare of urban and companion animals, in order to standardize the various mechanisms that some federal entities and municipalities have implemented to safeguard their integrity.

Sodi Miranda pointed out that as a society, progress has been made in the awareness of the protection of animal life, particularly of companion animals such as dogs and cats, so it is more common to find people or civil associations dedicated to animal rescue, financing mainly with private funds.

However, the PRI MP commented that, although there is the General Wildlife Act, there is no legislation at the federal level that protects the rights of pets.
