Claudia López issues draft decree for motorcycle barbecue and other safety measures

The mayor of Bogotá assured that the document is not the end and hopes that citizens will send their comments on the draft throughout Wednesday

The Mayor's Office of Bogotá released on Tuesday the first draft of the decree with the security measures that will begin to operate from April 14. Among the 10 regulations that will govern in the capital is the restriction on the barbecue on motorcycles that has caused displeasure in the motorcycle guild.

Mayor Claudia López specified that the draft is available for public comment. “There are 10 measures in total for the well-being, safety and tranquility of our children, our families and our city,” explained the president and assured that next Wednesday she will receive the entries made by different sectors to make the latest adjustments. “On Thursday, the final decree will be issued,” he added.

The draft of the restriction for motorcyclists

The document states that the limitation of driving a motorcycle with a companion will be from 7:00 p.m. to 4:00 a.m. on Thursdays, Fridays and Saturdays. “This restriction will take effect from April 14, 2022 and will be effective until June 30, 2022,” said the district.

The document also mentions the following exceptions to the restriction, in article 2:

1. Motorcycle-type motor vehicles belonging to the security forces, State security agencies, judicial police, traffic and transport authorities, emergency and relief agencies, prevention and health agencies.

2. Motorcycle users who are private security personnel, who are in the exercise of their duties. In these cases, official identifications such as the company's card and official uniform must be carried along with the current authorization of the Superintendence of Surveillance and Private Security.

3. Those who transport people with disabilities.

4. Those who use motorcycles to provide services for insurers and legal entities whose purpose is to provide “chosen driver” assistance or automotive technical assistance. In this case, they must also carry proper identification.

It should be recalled that in the event that the decree is so regulated, those who violate the restriction “shall incur the monetary sanctions and immobilization of the vehicle”. In addition, the Police will ensure compliance with the regulations.

The third article of the draft stipulates that motorcycles must wear the license plate number on the helmet “in accordance with the provisions of resolution 3027 of 2010 issued by the Ministry of Transport”.

The other measures

Article 4 indicates what the limitations will be in parks, environmental corridors and urban squares: from 10:00 at night until 4:00 in the morning the stay and concentration of people in these spaces will be restricted. Likewise, the same measure for places of consumption of alcoholic and/or intoxicating beverages, “to ensure peaceful coexistence, tranquility and safety conditions for the inhabitants of the city”, the document reads.

With regard to the hours for the sale and consumption of alcoholic and/or intoxicating beverages, Article 5 states that: “It shall be from 10:00 a.m. to 5:00 a.m. the following day, provided that the establishment is linked to a local security front”. In the event that you are not linked, you will be able to carry out your economic activity from 10:00 a.m. to 3:00 a.m.

The draft clarifies that this measure will only be required 15 working days after the issuance of the regulations of the decree. Article 7 also stipulates that those responsible for these establishments “shall take the necessary measures to prevent quarrels and violent confrontations that may result in physical aggressions or scandals affecting economic activity, tranquility and healthy coexistence”.

The mayor's office stated in the document that these measures will be evaluated jointly between the district administration and the National Police, within two months of their issuance, in order to verify their effectiveness and continuity.
