Nuevo León: the best memes left by Samuel García's new constitution

The new version of the Magna Carta proposed by the state governor sparked a series of mockery and jokes among social media users

During 2021 Samuel García Sepúlveda, governor of Nuevo León, insisted that it was necessary to create a new Political Constitution for the state, since the current document is outdated, submissive and a “copy-paste of federal reforms.”

Four months after the start of 2022, the governor's initiative has been solidified and has now been approved by the deputies of the state Congress in the first round, however, its content has caused a stir among citizens and social media users due to a curious clause.

In the section of the new Magna Carta of Nuevo León “On the powers and duties of the governor of the state”, article 135 in its sixth section indicates that fines not exceeding the amount of a day's salary or an arrest of up to 36 hours shall be imposed on any person who disobeys his orders or disrespects him under the terms of Article 15 of the same document.

Users on social networks soon reacted to this new measure that the state of Nuevo León seeks to approve, so ingenious and funny memes began to circulate on digital platforms about Samuel Garcia.

During the commemoration of the 104th anniversary of the local Magna Carta, Samuel García Sepulveda reiterated his position on creating a new Constitution that reflects the current era, “looking to the future”, and at the height of the state, with a sustainable approach to equality and wealth, not least because current state laws are “outdated”, he held.

In addition, he considered that the reform should include the basis for “the second largest city in Mexico in population”, where municipal presidents have better metropolitan coordination that includes security, mobility and environment.

On several occasions, the governor of Nuevo León regretted that in the 21st century, the Constitution lacks advanced statutes and is a compendium of ideas that have been raised for the federal document; he recalled that the local Magna Carta had been amended more than 150 times, so he called on legislators to insert a federalist vision and create their own laws.

According to the state president, the best lawyers of the entity would be invited to give a “profound update” to the local Magna Carta; likewise, he declared that in the midst of polarization and the political crisis, states must show autonomy and be laboratories of good public policies, because now “we are tied to hands, legally, politically and financially”.

On social networks, users have strongly criticized the initiative of the governor of Nuevo León, accusing him of having an authoritarian attitude worthy of any dictator.

“Nuevo León is the place of stupid people in the country. Now the narco-junior Samuel Garcia will put him in jail, anyone who insults him or tells him his truths. Truly regal, they have excrement on their heads, for voting for this big ass for governor”, “Samuel García, a new aspiring dictator in Nuevo León. By the way, be careful about the comments in that state, they are not going to “arrest” them, “They were told that Samuel García would be as authoritarian as Enrique Alfaro but they fell into the Tik tokero circus”, are some of the comments that are read on Twitter.

The new Political Constitution of the State of Nuevo León contains 223 articles and 5 transitional articles, it was approved only 16 days after Samuel García and the accompanying group that supported it submitted it to the state legislature.
