“A lot of commitment and no results”: Attorney General's Office for the Bolivarian Games

The prosecutor, Margarita Cabello, asked the local authorities to intervene for the full completion of the works of the games that will begin on June 24

Since March 16, the Office of the Attorney General of the Nation has been warning of the delays in the works of the Bolivarian Games that will be held in Valledupar from June 24 to July 5. During that first visit, officials of the Public Prosecutor's Office found inconsistencies in the execution of infrastructure contracts and asked the municipal authorities to strictly monitor the contracted schedules.

In fact, the Attorney General's Office found that the terms of the contracts mostly have execution dates after June 24, the day of the games start, which means that the early or timely delivery of the works depends purely on the contractors. A place for BMX competitions has not even been awarded or secured.

This weekend, the Procurator, Margarita Cabello, again expressed her concern about the progress of the works on the sports arenas.” We have held work tables to verify the progress of the works. We found contracts that expire after the games are held and we show that the Bolivarian Village is in black and gray work. It's a long way to go before we get this scenario ready,” said Cabello.

Of the 17 scenarios that should have made significant progress to date, four of them are in the process of being contracted or contracts to carry out the works have not been signed. The BMX, basketball, volleyball and swimming pools have long overdue construction work. Cabello also expressed his concern that to date there are no endowments for these spaces, because until the works are completed “there is no talk of endowment,” he said.

The Public Ministry also requested information on the percentage of progress in the works and the documentary support on the constructions that are already in progress.” We must continue to press and call on all the authorities, because in the working groups they say that the responsibility lies with one and the other, to only 80 days after the jousting,” said the prosecutor.

The Bolivarian Sports Games were created to honor the Venezuelan hero Simon Bolivar, liberator of Bolivia, Colombia, Ecuador, Panama, Peru, Venezuela and its first edition was held in 1938, during the fourth centenary of the founding of Bogotá.

In memory of the prosecutor, the 2015 National Games that were to be held in Ibagué arrived. A chain of corruption of public servants, consultants and contractors ended in embezzlement of more than 27 billion pesos. For this scandal, the Comptroller's Office has sentenced more than a dozen perpetrators, for the constructive deficiencies, poor quality of the works and other scenarios that were not built.

The decision of the Attorney General's Office instructs the governor of Cesar, the mayor of Valledupar and the director of the Municipal Institute of Sport and Recreation, to strictly monitor the execution schedules, so that the works will be delivered before the fair. “Due to the situation, the supervisory body expects these works to be delivered in advance so that the Bolivarian Games will be fully held,” the official concluded.
