The demands of the carriers were discussed after repeated attempts by the government to establish dialogue tables. Finally, at Huanca Stadium in Huancayo, leaders and ministers signed minutes establishing the first agreements, including the suspension of the heavy cargo transport stoppage for a period of five days, as announced by the Minister of Foreign Trade and Tourism, Roberto Sánchez, through his account from Twitter.

The parties undertake, on the part of the Executive, to resolve, issue a Supreme Decree reducing by 90% the Selective Consumption Tax (ISC) for diesel fuel, petrol 84 and 90, bulk and domestic LPG by Tuesday, April 5,” the document signed by various members of the Torres cabinet and “transport leaders of the modes of cargo service and transportation of people service”.

As a second agreement, it was stipulated “to submit to the Congress of the Republic a bill to reduce the missing 10% to achieve the elimination of the ISC (temporary exemption of 6 months subject to evaluation)”. In addition, it will be requested to reorganize the Superintendency of Land Transport of People, Cargo and Goods (Sutran) “in order to be a regulatory and preventive body”.

The discussion on tolls also found a place in the agreement signed by the government and representatives of carriers who over the past week have expressed their concern after the price hike. “Review toll concession contracts nationwide” and “review and monitor compliance with toll concession contracts” appear as two agreements.

Finally, it was agreed to “schedule at the Council of Ministers on Thursday, April 7, the technical table meeting with the union of transporters of the Junín region”, once all of the aforementioned had been noted, the carriers indicated their commitment to suspend the demonstrations “on the spot and free the roads occupied by heavy vehicles”, as well as “lifting the measures of force”.

PRESIDENTIAL ABSENCE

One of the most requested demands before the installation of the dialogue table between the government and representatives of the transport union, was the presence of the president Pedro Castillo at the Huanca stadium. The president had already been the target of criticism after calling those who took to the streets to express their concern about rising fuel and food prices as “paid”.

“I want to clarify the country and I want to make it clear to my compatriots that, when I address the Peruvian people and in some of those statements there has been a misunderstanding and I have to clarify it by apologizing or forgiving the people; I have to do them a thousand times, because I never have bad intentions,” were Castillo's statements during a speech in the San Martín region.

A government that comes from that quarry, we are going to guarantee dialogue and the right to protest, that the leaders who are leading the struggle in the country and who lead a just cause like that of transporters, farmers, teachers are no longer persecuted,” he said.

Another power of the State that has also shown its interest in resolving the crisis caused by the price hike has been the Congress; however, the board of spokespersons will only meet tomorrow, Sunday, April 3 from 10:00 a.m. According to Congress President María del Carmen Alva, it will seek to present solutions to the current problems.
