The Parliamentary Group of the National Action Party (PAN) in the Chamber of Deputies presented an initiative to provide unemployment insurance to citizens, which will be designed to deal with economic crises or health contingencies. The proposed amount is 4,400 pesos per month for four months.
Legislators plan to reform the Political Constitution of the United Mexican States (CPEUM), as well as the Federal Labor Law and the Income Tax Act in order to make insurance a right of all formal workers over the age of 18.
“In Acción Nacional we are proposing this proposal to protect workers in the event of an emergency like the one we have been facing since 2019. The proposal also provides for the creation of a fiscal incentive mechanism for employers who hire unemployed people in the context of an emergency of this nature and that can integrate a transparent register of beneficiaries to take care of the destination of resources,” said federal deputy Rocío Reza Gallegos.
According to studies by the National Institute of Statistics and Geography (INEGI), it was established that if each formal worker requested the support of Unemployment Insurance, when applicable, they would total 11,832 million pesos. For this reason, the deputies intend to use part of the amounts allocated to the Maya Train and the Dos Bocas Refinery.
“These projects are overbudgeted and we could easily request the reorientation of some of these resources to provide this support to Mexicans, we saw people who had to go into debt to be able to eat, who pledged part of their assets and many other difficult circumstances, the intention is to be able to give relief in what can reactivate their employment situation, we hope that the other political forces will join in a positive sense with this initiative,” explained the Chihuahuan deputy.
Likewise, the panistas explained that they will seek to generate a job bank and a register of companies, as well as workers who are getting the support. Subsequently, incentives will be sought to be provided to those who grant vacancies to the list of unemployed persons.
“This support is individually for those who lose their jobs, something similar to the minimum wage is sought so that, for a while, they are protected and can be re-integrated into working life; we also seek incentives for companies that support this register of unemployed people,” they said.
The program was proposed as independent to other supports for the same purpose, since it seeks to promote reintegration into employment for those who receive the support, fiscal incentives for those who open work spaces in the context of a health emergency or economic crisis, as well as establish the program as a constitutional right to formal workers over 18 years of age.
While deputy César Agustín Hernández Pérez, from the Movement for National Regeneration (Morena), presented an initiative to reform article 123 of the Constitution, in order for the Ministry of Labour and Social Security (STPS) to provide economic support to people who lost their jobs, he said that the resources will be obtained from the buildings confiscated by the Institute for Returning the Stolen (Indep) to the People.
It should be noted that neither proposal includes informal workers.
