The mayor of Bogotá, Claudia López, announced on Thursday the new measures aimed at strengthening citizen security in the capital and contributing to the work carried out by the public forces, largely motivated by the terrorist attack against the Police Immediate Attention Command (CAI) in the town of Ciudad Bolívar, in in which two children aged 5 and 12 died.
The president of the city announced the new strategies that will apply from April 11, 2022, including: the restriction of the barbecue on motorcycles between 7 p.m. and 4 a.m. from Thursday to Saturday; the requirement of the helmet plate and clothing for motorcyclists; the reinforcement of control together with the Ministry of I work in nightclubs constituted as union organizations that violate the rules; the restriction on parks, squares and environmental corridors from 10 p.m. to 4 a.m.
The president also indicated that night establishments must be linked to a Care Network and/or security fronts together with the Secretariat of Security “The National Federation of Merchants (Fenalco) is a great ally of Bogotá's security, merchants and shopkeepers are always very willing to collaborate, they are part of fronts of security and care nets,” said the president of the capital.
These new measures seek to protect workers in nightlife establishments and customers, because these spaces operate between 6:00 p.m. and 5a.m. in which most cases occur in which the safety of citizens is affected, with which they will be better able to “articulate efforts” to avoid,” from injuries, quarrels, irresponsible consumption of liquor, which end in road accidents”.
“If there is a dispute in which the establishment has had any responsibility, the sanctions established in the National Code of Security and Citizen Coexistence will be applied, until the temporary suspension of its economic activity,” said the district administration, while indicating that from 10:00 p.m. to 4:00 a.m. the consumption of liquor, music and/or excessive noise, among other behaviors contrary to coexistence, is prohibited.

The authorities have deployed different fronts to find those responsible for the incident, having as their main indication the name who would have been the mastermind of the terrorist action. According to the police themselves, this would be Javier Alonso Velosa García, alias 'John Mechas', a man who would belong to the 33rd front of the FARC dissidents and for whom they now offer an amount of 5 billion pesos.
They have also decided from the Ministry of Defense to reveal the faces of those who, according to them, are the most wanted criminals in the city for crimes such as homicide and terrorism.
The names of the alleged antisocials were also known: Edwin Alfredo López Casteblanco, Alfredo Miguel Vivanco, alias Gordo; Anderson Torres Jimenez, alias Anderson; Manuel Alejandro Garcia, Yeimis Vicente Garcia and Johel Arrieta Siolo.
