In La Dorada (Caldas), the Special Jurisdiction for Peace (JEP) held a public hearing on March 30 to address the demands for comprehensive reparation of the victims of the armed conflict, linked to precautionary measures that seek to protect areas where victims of enforced disappearance may be found in Magdalena Caldense.
The protected areas are six cemeteries in Caldas: San Agustín and San Diego, in Samana; St. Maximilian Maria Kolbe y Pradera, in Victoria; Central of Norcasia and Central of La Dorada.
The purpose of the diligence was to know and identify situations of risk on points of forensic interest that have not been the object of intervention by the Integral System for Peace and to dignify the memory of those who seek their loved ones.
This decision of the peace court seeks to fill the information gaps and provide an effective response, for the full satisfaction of the victims' rights. For the JEP, “difficulties remain that were evident after the process of identifying five people in the region.”
Three of these identified bodies belong to Francisco Javier Buitrago Quiceno, Pedro Pablo Molano Quiceno and Solomón Galvis. At this point in the process, the Unit for the Search for Persons Disappeared (UBPD), carries out dignified deliveries to the families of the victims.

One of the problems that the JEP detected during its visit to the district of Caldas, is for example that “the relatives of the victims are not registered in the Single Registry of Victims”. Therefore, one of the reasons for the creation of the technical desk is to activate a route so that people can access the administrative reparation they are demanding.
Among other functions, the technical committee should propose solutions that help to expedite procedures, strengthen reparation, via the Victims Act and analyze the feasibility of the requests made at the follow-up territorial hearing.
“The JEP, through these orders, makes every effort to ensure that the institutional apparatus articulates and responds effectively to the comprehensive reparation of victims. With dignified deliveries, they are told what their rights are, how they can participate and the routes they must follow,” added JEP magistrate María del Pilar Valencia.
The representative of Samana, Cesar Augusto Salazar Buitrago, compared the figures of the Victims Unit with those handled in the municipal secretaries. According to the official, the national entity has a record of 171 direct victims of enforced disappearance in that municipality and 615 indirect ones. Meanwhile, in his office his figures are: 10 direct victims and 40 indirect victims. “We continue to work so that we can bridge the data gap we have,” he said.

For its part, the Search Unit has built an initial universe of 99,235 people who were reported missing as a result of the armed conflict. The Regional Search Plan for Magdalena Caldense addresses an initial number of 1,091 missing persons in the municipalities of Samana, Norcasia, Victoria and La Dorada, in the period from 1965 to 2014.
The round table will be made up of the Victims Unit, UBPD, JEP, the Office of the Procurator and the organizations that promoted the precautionary measures: National Movement of Victims of State Crimes, Samaná Foundation for Community Development, Colombian Interdisciplinary Forensic Work Team and Center for Conflict Studies, Violence and Social Coexistence.
