Delays have been reported for months, different sectors have spoken out against delays, which are accused of improper conclusion of contracts, failures in designs, even environmental discussions. In fact, the director of the Institute for Urban Development, IDU, Diego Sánchez, was denounced for these unfinished projects.

For example, the councillor of the Centro Democrático party, Jorge Colmenares, denounced that of the 15 stations that were included in the IDU contract, they were still unfinished, a year after the deadline had expired. In the case of Pepe Sierra station, on the northern trunk, he said,

This station was delivered at the beginning of March.

According to El Espectador, the IDU has 5 contracts, 2 were awarded since 2018, the purpose of which was to intervene 19 stations of the TransMilenio system, the others were signed under the figure of the manifest urgency due to the pandemic, as also pointed out by councilor Colmenares, of which 8 stations have been delivered and the others have requested extensions for up to 15 months.

The intention of taking out these contracts with the figure of “manifest urgency” was precisely to carry out the works as quickly as possible, “We supervise the contracts made by the IDU, for 49 billion pesos for the adaptation and auditing of 15 TransMilenio stations, with the aim of mitigating COVID. After the tour, we showed that the director of the IDU, Diego Sánchez, allegedly abused the manifest emergency figure, because two years later several stations have not been delivered when the deadline was imperative,” said the councilor in Semana.

The Institute for Urban Development said that this year it will deliver 13 stations and in 2023 it will finish the remaining 3 stations, but, that the entry into operation of them is solely the responsibility of TransMilenio.

The stations involved are:

These delays are of concern to some officials such as Councillor Diana Diogo, because she questioned whether there would be a patrimonial detriment to the Bogotá Mayor's Office, this due to the construction of some TransMilenio ticket offices that are not being used.

These ticket offices, located at the stations of: Virrey, Pepe Sierra and Calle 127, would be operated by firms outside the entity, in addition, that they have not yet been delivered, which were scheduled for February 2021.

The Sabana station was delivered incomplete, they only presented the eastern wagon, and the extension of it is still pending. The delivery was also scheduled for last February. El Espectador assures that the initial contract cost 11 thousand 374 million, but it already has a cost overrun of 3,826 million pesos.

Santa Isabel Station, Suba Transversal 91, Minuto de Dios, Polo, Gratamira among others; are pending the completion of repairs, adjustments and extensions. Some of these were delivered incompletely and the IDU ensures that completed projects will be delivered throughout 2022 and the beginning of 2023.
