The benches of the Institutional Revolutionary Party (PRI), the Movimiento Nacional Regeneration (Morena) and the National Action Party (PAN) rejected, in San Lázaro commissions, the Citizen Movement (MC) proposal to create the Rural Pension Fund, which proposed to guarantee a pension of 5,000 pesos monthly to farm workers.
This Wednesday, March 30, the bench of the orange party in the Chamber of Deputies condemned that, as a result of the vote of the above-mentioned parties, a decent retirement could not be guaranteed for people over 60 who dedicated their lives to working the land, in that regard, they pointed out that a population of about 16 million are dedicated to the countryside.
They convened the United Commissions on Social Security, and Rural Development and Conservation to decide on the proposal to create this fund, this during the review process (which is the one prior to the presentation of this initiative at the San Lazarus Plenary).
In contrast, MC condemned, “the Commission on Constitutional Points approved to shield government pensions and financial support from being subject to withholding, discounts, deductions, compensation or garnishment by individuals.”
Regarding the argument to support the need for the Rural Pension Fund, the party recalled that, according to Coneval, in 2019 it was identified that 87.7% of workers in the countryside do not have labor rights, nor do they have access to a pension.
However, Morena rejected this proposal on the grounds that this initiative does not have an economic impact analysis on public finances, something that was reproached for the budget increase they have approved for the 4Q megaprojects (Felipe Angeles International Airport, Tran Maya, Transitsmic Train and the Dos Bocas Refinery) .
“It is regrettable that Morena has also ignored the calls of seven local Congresses, Nayarit, Jalisco, San Luis Potosí, Veracruz, Chihuahua, Baja California and Aguascalientes, which called on the Chamber of Deputies to guarantee them a fair and dignified retirement,” the orange bench said in an official statement.
It should be recalled that this is not the first time that MC has accused Morena of alliing with the PRI to promote its political agenda, since in the formation of the Standing Committee for the first period of recess of the LXV Legislature, it was determined in San Lázaro that no MC deputy would be part of that legislative body; likewise, Movimiento Citizen does not have the chairmanship of any ordinary commission.
Consequently, the bench coordinated by Jorge Álvarez Máynez went to the Electoral Tribunal of the Federation Judiciary (TEPJF) for a determination to prevent this from happening again; and, although the Trife ruled in favor of MC, Morena promoted a reform so that the court's determinations did not happen again. interfere with the internal work of the Congress of the Union.
In addition to Morena and its allies (PT and PVEM), this initiative was also voted by the PRI, which is why Movimiento Ciudadano accepted the term PriMoR, which refers to the factual alliance in the legislation for National Regeneration with the Institutional Revolutionary, whereas in electoral terms, these parties are antagonistic. Thus, with the vote in committees this Wednesday, the citizens' bench reiterated its position against the alleged legislative alliance between the two parties.
