The World Government Summit Organization (WGSO) is a global, neutral, non-profit organization dedicated to forging “the future of governments.” At its annual meeting in Dubai, she presented the prize for Best Minister of State at the global level to Azucena Arbeleche, Uruguay's Minister of Economy and Finance.
The Summit, among several of its activities, intends to explore the agenda of the next generation of governments, focusing on harnessing innovation and technology to solve the global challenges faced by the populations of all countries.
Arbeleche was noted for “designing and implementing successful, scalable and sustainable initiatives for the socio-economic improvement of its citizens” and for “inspiring and leading other government leaders to promote innovations and foresight on global issues today and tomorrow,” says a statement from the Ministry of Economics and Finance.
“The WGSO award is given after an extensive selection process, with the participation of the international consultancy firm PwC, which considers the institutional and social strengths of countries, as well as the personal and professional qualities of the candidates and the sustainable impact of its initiatives in eight dimensions, including ability to innovate, prepare for the future and lead internationally,” they clarified.
The selection, as explained, works as follows: from a group of 194 countries, those that are in the top 80% of the Transparency International Corruption Perception Index are chosen; Global Governance Indicators; Human Development Index and Happiness Index.
This time, there were 53 countries shortlisted. Each nominated minister was evaluated on the basis of eight dimensions: social impact; economic impact; scope; predictability; innovation; leadership; scalability and sustainability. The finalists, or the ministers who moved to the latter category, were evaluated in one with criteria of “due diligence and integrity”, in addition to all of the above, the organization indicates.
The minister received her award in a room with a giant screen behind her. Both in Arabic and Spanish letters, the face of Arbeleche, his name in Spanish and the flag of his country were presented. There, the man in turban who handed him the statuette said, “Congratulations to His Excellency, Azucena Arbeleche,” which was accompanied by a round of applause from the audience.
In previous years, this award was received by the current Senegalese Minister of State Awa Marie Coll Seck, in 2017. In 2018 it was awarded to Singapore's Finance Minister, Sri Mulyani Indrawati, and in 2019 the recognition went to Afghanistan's Minister of Health, Fayrouz Al-Din Fayrouz.

It was established in 2013 under the leadership of Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates, Ruler of Dubai. Including initiatives and events that take place throughout the year, the World Summit of Governments holds a flagship annual meeting in Dubai.
