The organizers of the Jamming would take cover in covid-19 regulations to not return the money from the ballots

Decree 818 of 2020 stipulates that, due to the health emergency resulting from the pandemic, the money could be returned a year later

After the cancellation of one of the most important and massive musical events in Colombia, the Jamming Festival. Many affected have requested a refund, however, Buena Vibra Eventos, would be accepted under Decree 818 of 2020, which stipulates that, due to the health emergency of the pandemic, the money would be returned a year later.

However, in dialogue with the program in Mañanas Blu, the director of the Art Directorate of the Ministry of Culture, Víctor Manuel Rodríguez, explained what this measure consists of and how it could affect such reimbursement.

In addition, he detailed that the law was born after the economic impact that entrepreneurs had during the covid-19 pandemic. He mentioned that it is not a decree that only favors the entrepreneur, for this there is the validating medium, which is the Superintendency.

The aim of the Ministry of Culture is to work on “buyer protection” and “economic reactivation” of the sector.

Regarding the Superintendency of Commerce, Víctor Rodríguez reported that the process falls to the Ministry of Culture: “it is our competence and the only task of the Ministry is to participate in the parafiscal contribution, which was not given because the event was canceled.”

A statement had been published on social networks in which they explained the process that must be followed to request the refund of their money, as well as other options for replenishment, after the cancellation of the event that was scheduled to take place during this holiday holiday in Ibagué (Tolima).

In the letter, the company Buena Vibra Eventos EU indicated that people can change their ballot to attend any of the private events they offer in that company, among which is the presentation of Vicentico, also vocalist of Los Fabulosos Cadillacs, who will perform in the Colombian capital on May 21 at the Royal Center Theatre.

They also have the option of going to the Green Enanitos concert that will be held on the same stage on October 1, an event that also had to be rescheduled in 2020 as a result of the pandemic of the new coronavirus sars-cov-2.

The serious complaints faced by Buena Vibra Eventos E.U, organizers of the canceled Jamming Festival, will be added a new position. The Mayor's Office of Ibagué (Tolima), the municipality where the event would take place, asked the Attorney General's Office to recognize the territory as a victim in the criminal proceedings being carried out against the company.

The Mayor's Office argues that in order to allow the event to take place, the city had to invest in logistics. They also point out that, on an individual level, several local entrepreneurs were affected because they intended to sell their products and recover investment during the festival that never happened.

They point out that although several microentrepreneurs managed to sell their products and services, most failed to do so and this resulted in large losses. The hotel sector in Ibagué alone stopped receiving more than 800 million pesos due to the cancellation.

The Secretary of Government assures that together with some state entities and with the help of companies and citizens' initiatives, it has been possible to help those affected, but this is not enough. They argue that Buena Vibra Eventos must respond to the competent authorities.
