The Minister of Labour and Congressman of Peru Libre, Betssy Chavez, defended her bill on the advancement of general elections in the event of presidency vacancy. She pointed out that this initiative seeks to maintain control of the powers of the State, so that the congressman does not “dream” of being President.
“In the case of Peru, we have a presidential system that emanates in the figure of the head of government, all in one. However, since the election campaign situation, we have had an incessant noise. It is always being known if one wants to close it to the other or the other wants to empty such. We have considered a modification to Article 215, indicating that one does not survive without the other,i”/i the congresswoman justified in an interview with Exitosa Noticias.
“So, if you are elected to be a congressman of the Republic, gee, you are going to be a congressman of the Republic, take away the utopian dream of being President of the Republic ”, he later said.
Thus, Chávez ruled out referring to a specific parliamentarian or the president of parliament, María del Carmen Alva; rather, he was referring to the 130 congressmen.
Then, she was disappointed for presenting this project when she would not have enough votes to make it happen. The minister pointed out that the lack of votes should not prevent the implementation of the reforms that those who voted for them (Free Peru) expect them to make. “What do we do, because we don't have the votes we stop acting?” , he said.
Thus, he said that he expects his project to go through the same process as other legislative initiatives: from the issuance, drawing up a technical report, the opinions on it and getting to be debated or not in plenary.
“I would like the reform to be much faster,” he said in a personal capacity.
“You (Nicolás Lúcar) know the conflicts that are going to be generated, I am assuming them. But I understand that in a political climate like the one we are in, not everyone dares to take on the complex situations to which they are going to result,” he added.
RELATIONSHIP BETWEEN THE EXECUTIVE AND THE LEGISLATURE
On the other hand, the head of the Ministry of Labour and Employment Promotion (MTPE) also spoke out on the eventful relationship between the Executive Power and the Congress of the Republic. He pointed out that the government has always been in favor of dialogue, but, as he says, it would be the Legislative that does not “draw the bridges”.
“The bridges that can be made are being built and are being built. I don't know if I have lost my faith, but as much as it is a matter of talking with some benches and be careful, the conversation will continue, the dialogue will not be closed. But we don't see any bridges from them either,” Chávez said.
He also pointed out that the questions and attempts to vacancy since Congress only destabilize the national reality. As for the investigations being sought to carry out to the President of the Republic, Pedro Castillo, he assured that the Executive will not shield anyone and can investigate the president.
“From the executive, we have never said that no one touches the president,” he said.
“We have a number of parliamentarians who insist on the issue of vacancy, which sleep thinking about vacancy, waking up thinking about vacancy. The messages I receive from many of my colleagues have strictly to do with vacancy. They don't get past the fact of the elections and no matter how much we want to set the country agenda, they don't think about the country agenda,” he said.
SUMMONS TO PLENARY TO CLARIFY ACCUSATION OF PLAGIARISM
On March 23, Congresswoman Norma Yarrow filed a motion for Chavez to explain allegations of plagiarism on her undergraduate thesis. At all times, the parliamentarian and minister has denied having committed plagiarism in her investigation.
On the air, he explained that the problem was due to the fact that in one of his footers he cited the author due, but he did not add it in the final bibliography of the work. But he denied having appropriated information that is not his own and pointed out having all his papers, drafts, fieldwork and statements from his advisor and jury.
