They beat a neighbor who complained about the volume of music in Bogotá

The noisy inhabitants were under the influence of alcoholic beverages and did not receive well the claims of the other man who asked them to consider the sleep and tranquility of others.

SANTA ROSA, CA - FEBRUARY
SANTA ROSA, CA - FEBRUARY 07: A Russian River Brewing Company customer takes a sip of the newly released Pliny the Younger triple IPA beer on February 7, 2014 in Santa Rosa, California. Hundreds of people lined up hours before the opening of Russian River Brewing Co. to taste the 10th annual release of the wildly popular Pliny the Younger triple IPA beer that will only be available on tap from February 7th through February 20th. Craft beer aficionados rank Pliny the Younger as one of the top beers in the world. The craft beer sector of the beverage industry has grown from being a niche market into a fast growing 12 billion dollar business, as global breweries continue to purchase smaller regional craft breweries such this week's purchase of New York's Blue Point Brewing by AB Inbev. The differences between neighbors can sometimes escalate and turn into acts of intolerance that could even threaten the life of one of those involved; unfortunately, there are several cases of fighting between inhabitants of a sector that are reported to the authorities. The most recent event was attended by the authorities in the Barrios Unidos sector, in Bogotá, when subjects under the influence of alcohol attacked a resident of the same place because he asked them to lower the volume of his music.

In the middle of the fiesta were some inhabitants of the 12 de octubre neighborhood in this town of the country's capital; however, it was late in the evening of Tuesday, March 22 - almost early Wednesday - and the noise of the celebration was affecting the other residents of the place. Faced with this situation, one of the residents of the neighborhood took the spokesperson for the community and went to the house where the party was held to ask for consideration with the other houses.

At the celebration there were several men under the influence of alcoholic beverages, who were enjoying a day off; however, they did not consider whether they affected the other inhabitants of the sector in the celebration. When the indignant neighbor arrived at the place, he expressed his discomfort and those of other inhabitants, asking that the music be lowered to allow those who were not at the party to rest.

But his words caused the annoyance of the drunkards, who without a word pounced on the man and gave him a brutal beating. What makes the case worse and the investigations are open in the Bogotá Metropolitan Police is that it seems that some of the men who were at the party and beat the neighbor were uniformed who were on their day off.

The beating they gave to the neighbor who simply went to ask them to consider the dream of the other inhabitants was such that he had to be taken to the San José hospital, where he was evaluated and his injuries were treated. For their part, the capital's authorities confirmed that they captured two of the aggressors and that they are still trying to clarify whether there are uniformed personnel involved in the case.

It should be noted that problems with noisy neighbors are considered by the Police Code and, if applicable, can lead to fines for those who refuse to consider their neighbors when holding their celebrations and playing loud music until late at night.

The authorities point out that the recommendation, before calling the uniformed because of this situation, is that the person concerned try to talk directly to his neighbor and ask him to turn down the volume. If this first option does not work, then it is suggested that you go to the coexistence committee, administration or Community Action Board of your building, complex, urbanization or neighborhood.

If none of these options definitely work and the noisy neighbor continues to disturb the tranquility of the other inhabitants, it should be borne in mind that the person concerned may refer to article 33 of the Police Code, which mentions that there are behaviors that affect the tranquility and respectful relations of people.

Within them, it is established to “disturb or allow peace to be affected by: sounds or noises at activities, parties, meetings or similar events that affect the coexistence of the neighborhood, when they generate discomfort due to their auditory impact”. With the presence of the authorities, they have the possibility of temporarily deactivating the source of the noise, in case the resident refuses to do so.

In addition, the standard establishes as a sanction the dissolution of the meeting or activity in which the sound is generated, as well as a general fine type 3, which corresponds to the payment of 16 statutory minimum daily wages in force.
