The president of the Union of Prison Workers asks “not to judge the institution”

Oscar Robayo called for substantive reforms within INPEC to avoid situations such as the escape of 'Matamba'

Last Friday, November 18, the Colombian justice system once again experienced national shame, as criminal Juan Larinson Castro Estupiñán, known as' Matamba ', escaped from La Picota prison, south of Bogotá.

At first the information was confusing, as there was talk that he was in another drunk courtyard, but at the end the Prosecutor's Office confirmed that the second alias' Otniel '- dangerous leader of the Gulf Clan - was no longer in the hands of the judicial authorities.

The first signs of the investigation point to the inpec dragonman, Milton Libardo Jiménez Arboleda, as one of those responsible for the escape, since he left the dangerous drug trafficker's cell open.

The scandal also led to the identification of the National Penitentiary and Prison Institute (INPEC) as responsible, not only for the escape of 'Matamba', but for other cases of corruption that have occurred within Colombian prisons.

For this reason, Oscar Robayo, president of the Union of Prison Workers (UTP), spoke on Blu Radio, where he defended the entity and said that “you cannot judge an institution” because of what some members of INPEC do.

Robayo said that there is a responsibility of the State to deal with cases of escapes and departures of prisoners with influence and money and assured that INPEC workers keep the prisons running without money or support.

Finally, Robayo said he hopes that there will be a substantive reform that will achieve a thorough solution to the problems of the country's penitentiary system.

Recently it became known how the escape plan would have been forged, and how was the process for the drug trafficker 'Mataba' to leave this place, without alerting the guards who were guarding the prisoners.

According to Semana, alias' Matamba 'was not in the extraditable pavilion, where he expected to process his process to be sent to the United States. Juan Larinson Castro Estupiñán would be in the Eron building structure 3, which protects high-profile prisoners and which must have a strong security component, that is, deny the official information of his presence in the extradition yard.

Castro would have already planned his escape several weeks in advance, as everything went smoothly and quietly. 'Matamba' was staying on the 8th floor of the prison center, in this case some Inpec guards who were involved in this plan helped him open his cell. After this, he calmly descended through the stands to the basement of this block, in which place there is a specific space for holding virtual hearings for prisoners and from there he would have left, after this, bluntly and stealthily, he went to the main door of the prison center, where he was waiting for him to start the flight from this area of the capital.

Similarly, Semana had access to a recording that would show the drug trafficker's escape, although information indicating that the drug trafficker did not appear in his cell began to be around 9 in the morning, on the recording, 'Matamba' leaves the place where he was at around 1 in the morning, wearing the Inpec uniform in its entirety and a black jacket that covered his head, makes an exchange of words with a guardian and comes out quietly avoiding being detailed by security cameras.

One of the guards of this pavilion shows the right way to Castro Estupiñan, because he had apparently made a mistake, and without generating any kind of reaction he descended to his starting point where he raised his hand, making a signal of mission accomplished, went to the security checkpoints of the prison center and said goodbye to the rest of the guards as if he were their companion, after this, he boarded a vehicle and left for an unknown course.
