Q4 will seek to incorporate 5 million Mexicans in pension for people with disabilities

This program would reach more than 8 million beneficiaries with the proposal

The Government of Mexico mentioned that it is working on the incorporation of five million people to the Pension for the Welfare of Persons with Disabilities in the country's 32 states.

This was stated in the support before the United Nations (UN) on the rights of persons with disabilities. It was held at Session 571 of the Committee on the Rights of Persons with Disabilities (CRPD), which was held in Geneva, by Vice-President Miyeon Kim.

At that convention, the Undersecretary for Multilateral Affairs and Human Rights of the Ministry of Foreign Affairs (SRE), Martha Delgado Peralta, reported that the country is an active promoter of initiatives that protect the human rights of persons with disabilities such as the aforementioned Pension.

The incorporation of the five million, according to a statement from the SRE, will increase the number of beneficiaries from 3.5 million to 8.5 million.

These are of all ages and population groups, including indigenous and Afro-Mexicans, who will have financial support throughout their lives “to guarantee their well-being and enjoy this constitutional right”, stated in article 4 of the Political Constitution.

This article guarantees the Pension for the Welfare of Persons with Disabilities from 0 to 29 years of age, and to indigenous and Afro-Mexican persons living in poverty, from 0 to 64 years of age, as indicated by Carlos Castillo Pérez, head of the Inter-Agency Liaison Unit of the Welfare Secretariat ( SB)

“We work on institutionalization to integrate people with disabilities and we work to provide best practices to the international community,” he said.

Castillo explained to the Committee that the pension comes from the federal budget thanks to austerity and anti-corruption measures. According to the representative of the Secretary of Welfare, social investment amounts to 227,316 million pesos for the benefit of 3,576,625 people with disabilities.

Similarly, Rolan Haroldo Sánchez Morán, Director General of International Affairs of the National Institute for Transparency, Access to Information and Protection of Personal Data (INAI), said that the 6.5 billion records with accessibility measures can be known.

On the other hand, several officials mentioned the various measures that have been implemented to ensure that the rights of persons with disabilities are respected and ensured as the priority attention against the SARS-CoV-2 virus for the prevention of COVID-19 in Mexico.

With the Pension Program for the Welfare of Persons with Disabilities, the Ministry of Welfare seeks to grant a pension of 2,550 pesos bi-monthly to children, adolescents and young people aged 0 to 29 years, as well as indigenous and Afro-Mexican populations aged 0 to 64, who have permanent disabilities.

According to the platform, the government “reaffirms its firm commitment to eliminating the barriers to exclusion, discrimination and racism faced by millions of Mexicans” to ensure that they exercise their economic and social rights.

The SB commented in December 2021 that the program has been strengthened: “First, through a bill it was established as a constitutional right, which means that it now has an insured budget, so future administrations will not be able to take away this social right from them.”

In addition, through an alliance, the state governments will contribute 50% of the budget allocated to financial support for the population with disabilities and the rest will be granted by the federal government.
