Possible irregularities in luxury real estate project in San Andrés dot the husband of vice-president and chancellor Marta Lucía Ramírez

The work is developed by the firm Hitos Urbanos, the company of Marta Lucia Ramírez's husband, and financed by the Gallardo clan, the most powerful family in San Andrés.

The Grand Sirenis is a real estate project with three luxurious towers that is currently being built in San Andrés amid several controversies; as Caracol Radio reported on Tuesday, one of the first questions is that the buildings would have eleven floors; that is, five floors above the POT standard that governs that part of the island. As investigated by the radio station, former planning secretary Roberto Bush Felipe issued the license appealing to the principle of neutrality.

The work carried out by Hitos Urbanos, a company owned by Álvaro Rincón, husband of the vice-president, in addition to not complying with the rule of high floors, presents problems with compliance with earthquake resistance standards; in addition, it is ensured that the license was granted without the agreed payments to the department and, as if that were not enough , aims to reclaim as a private beach a place that the islanders identify as a public space.

The Grand Sirenis San Andrés project also offers a private beach in its advertising, when there is no concession that allows them to do so. At that time, the overseer Alvaro Archbold told Caracol Radio that passing the street, where the project is being built, there is a property that belongs to the department, but, the Gallardo clan appropriated it and the Colombian Maritime Directorate “DIMAR”, has not made the respective eviction. This space is where they announce that they would go to the private beach of the work.

To compensate for the extra floors, Urban Milestones decided to deliver compensation areas, within which are the facade and beach arrangement of the building where the vice-president, her husband and the partners of the construction firm have an apartment.

In fact, the beach that was public appears in private hands, punctually written in the name of Urban Landmarks. All these events are coupled with several interventions by the Vice President and Chancellor, Marta Lucía Ramírez, in which she expressed the need for the island of San Andrés to develop projects or production models beyond tourism in order to ensure its sustainability, for example, agriculture.

Another curious fact was the accompanying act made by the vice president in the possession of the governor in charge of San Andrés in 2019, Admiral Juan Francisco Herrera, which, confirmed with a tweet stating: “Accompanying the governor of San Andrés to his possession to continue the commission of the governorship of our archipelago and to ensure efficient and transparent administration for the population. Citizens must do their job of supporting good public service and monitoring.”

As part of the plan for the reconstruction of Providencia in 100 days, following the devastation left by Hurricane Iota, Marta Lucía Ramírez assured that in order to overcome the backwardness of the area, it is necessary to end corruption, involve the community in the investment of public resources, improve the conditions of fishermen, enhance tourism and develop production models that strengthen the economy and thus lead to development.

In January 2020, the Oxxo Hotel chain announced that it will be the firm that will operate the hotel for the Grand Sirenis project. At that time, they assured La República that the project: “will allow us to have an all-inclusive resort, in a place where chains don't normally bet on it. We believe that we can enhance these destinations and thus generate greater revenues.”
