National Government implements Comprehensive Peace Plan with Legality in Vichada

The document Peace with Legality “Para todo Vichada”, contains 37 pages and eight fronts of work to attend to the more than 7,000 people registered in the Victims Unit register

The High Councillor for the Post-Conflict, Emilio Archila, presented the Comprehensive Plan for the implementation of the Peace with Legality policy in the department of Vichada for the validity of 2022.” What this firm does is ensure the continuity of the implementation of the policy, no matter who arrives at Casa de Nariño on August 7 ”, said the official on March 20 from Puerto Carreño.

The document Peace with Legality “For all Vichada”, contains in its 37 pages eight fronts of work to attend to the more than 7,000 people registered in the register of victims, families replacing crops, the 28 ex-combatants in the process of reintegration and in promoting policies for access to land, production and support for marketing in the rural sector.

According to records of the Directorate for the Substitution of Illicit Use (DSCI), there are 825 families in the process of replacing land in the department. According to its director, Hernando Londoño, “80 percent already have productive projects and we guarantee 4 billion to fulfill one hundred percent of them,” he said at the launch of the territorial plan. For its part, the Attorney General's Office reports that this percentage represents only 0.8 per cent of the 82,242 growers and non-growers registered nationally.

The official said that there are currently 120 hectares of illicit crops to be restored in Vichada. Archila explained that 80 per cent of them are located in indigenous reserves in the region that did not qualify in the Comprehensive National Programme for the Substitution of Illicit Crops (PNIS).

For his part, the territorial director of the Victims Unit, Carlos Arturo Pardo Alezones, explained that this plan plans to carry out 475 transfers in Humanitarian Assistance with a value of more than $270 million pesos, which will reach the victim families who prove to live in the department of Vichada.

In order to comply with the reparation measure, the Victims Unit will contact the beneficiaries to deliver the payment letters for these indemnities. Likewise, the objective is to support the adequate investment of resources to 70% of the people compensated in this department.

Another focus that this government plan works on is education. Of the 38,000 school-age children and adolescents in the department, there are only 21,000 enrolled. The high councillor said that the goal is to reach 32,000 minors enrolled in public schools. “A child outside the education system is a child in a vulnerable condition,” he said. He also stated that “there are 5.7 billion pesos for the improvement of 24 educational establishments in Vichada”.

This year the violence in the department has intensified. So far in 2022, the Office of the Ombudsman registered 936 people victims of forced displacement in Vichada due to the confrontation between the National Liberation Army (ELN) and FARC dissidents in the border area.

This was announced by the Ombudsman, Carlos Camargo on January 27, during a visit to verify the situation of communities victims of forced displacement that have arrived in Puerto Carreño, capital of Vichada, on the border with Venezuela.

Finally, the plan states that until December 2022, $810 billion pesos have been budgeted from the nation to improve the national, secondary, tertiary and river highway network in Vichada. “The departmental document provides for the presentation of the 4 municipal road plans. The electrification plan will bring individual photovoltaic solutions to 1,200 families for 24 billion pesos,” said the official of the Victims Unit, Carlos Arturo Pardo Alezones.
