
The president of the Congress of the Republic, María del Carmen Alva Prieto, said she respected the former president's proposal Francisco Sagasti to collect signatures to shorten the presidential and congressional period and to advance the elections as a way out of the political crisis. However, he stressed that this initiative is similar to the one that the president of the Council of Ministers, Aníbal Torres, slipped a few days ago.
“I think that permanent changes do not help the stability of the country, but it is the opinion of him (Francisco Sagasti), respectable, like any other citizen,” the head of the Legislature told the dam from the district of Independencia, where he went to inspect the start of classes in some educational institutions, during the week of representation of congressmen.
Alva Prieto said that this initiative would have to follow the corresponding process in the parliament of the Republic and be evaluated by the plenary. “That will go to the Constitution Committee (of Congress), to the Plenary and there it will be seen,” he said
“CLICKED WITH ANÍBAL TORRES”
The president of the Congress indicated that she thinks Aníbal Torres and Francisco Sagasti “are in combination” by proposing something similar.
“It is very similar to the initiative of Prime Minister Aníbal Torres, of the bill that wanted to advance elections. I think they are in combination or have clicked between what they think. So we'll see — any such issue has to go through Congress,” he said.
As is recalled, the president of the Council of Ministers pointed out a week ago that Pedro Castillo, in his speech to the Congress of the Republic this afternoon, chose to withdraw a proposal already agreed in the Council of Ministers: the advancement of General Elections.
As explained by the prime minister, the head of state did have contemplated the advancement of the electoral elections in his presidential message, but decided to give the Legislative one last chance in order to reach consensus through dialogue.
PROPOSAL BY FRANCISCO SAGASTI
It should be noted that the former President of the Republic Francisco Sagasti indicated on Sunday a path to “overcome the political encampment” and get out of the political crisis. The former congressman of the Purple Party proposed that citizens, through signatures, request a constitutional amendment to shorten the presidential term and congress to less than five years, and thus the president Pedro Castillo and the current Congress, with María del Carmen Alva at the head, leave their posts and call for new elections.
“If we want citizens to have jobs, health, education, investment, let's take advantage of the raw materials boom, let us not paralyze two of the main mines we have in our country and if the attitude of the Executive and Congress does not change, with this combination of confrontation and surreptitious arrangements, citizens can exercise the right to request a constitutional amendment to shorten the presidential and congressional period. 75,600 signatures (needed),” he said in an interview with Cuarto Poder.
This is a constitutional reform bill regulated by Law 26300 which deals with the rights of participation and citizen control.
