In the morning hours of March 18, various rumors emerged about the whereabouts of Juan Larrison Castro Estupiñán, alias' Matamba ', until it was finally confirmed that the drug trafficker managed to escape from La Picota prison south of Bogotá.
The escape plan, according to W Radio. it would have been carried out in complicity with men who were in charge of his care, since the feared criminal left the penitentiary in the early morning, wearing Inpec clothing, in this case he identified himself as a dragonman of this institution wearing his allusive garments.
After the scandal that this has generated inside the institution, the Union of Prison Workers UTP, announced in an interview with Caracol Radio, that they had issued several alerts about the possibility of alias' Matamba 'escaping to both INPEC and the Ministry of Justice.
“In the last meeting with the outgoing director of INPEC, we called attention to the lack of governance in prisons,” said Oscar Robayo, president of the association, adding that the complaints and appeals were not written because of the high risks faced by the complainants.
The president of the union also noted that they have identified officials who lend themselves to corruption in prisons, but that no authority has done anything to prosecute them because there are many interests involved in spaces.
“We haven't seen sanctions. Regionals and control offices became politicking and bureaucracy of the Police. There are only retired police officers there who don't know this type of process,” Robayo added.
Let's remember that the incident was recorded on security cameras. The images show that at 12:03 minutes, the drug trafficker walks a few steps and easily accesses one of the pavilion's exits; later the camera loses sight of it.
Another video shows and reaffirms that the members of INPEC were complicit in the criminal's escape, because after just a few minutes, you can see how he signs that everything is going well. Then, you can see how he goes through a door that remains without a lock and leaves the scene.
In this case, many relevant irregularities were found, because in addition to the fact that the subject had access to the uniforms of his caregivers, he quickly left the place because the doors and bars did not have security activated. In addition, as Caracol Radio announced, Juan Larinson Estupiñán, the first name of the member of the Golfo Clan, was never in the extraditable pavilion of La Picota, as evidenced by resolution 003498. It is important to clarify that despite everything that has been presented so far, the institution has not given any kind of explanation to public opinion.
This escape, which comes at a time when the country has raised its distrust of institutionality, reaffirms the irregularities that have been occurring inside Inpec and La Picota prison. Almost a month ago, a similar irregularity occurred with Carlos Mattos and led to the dismissal of several officials and the transfer of the businessman to the Cómbita prison.
'Matamba' has been on the crime scene for 20 years, belonged to the Los Gaitanistas group, he is the man who succeeded alias' Guacho ', taking control of the residual groups in that department of the country, known as the 'Oliver Sinisterra' bloc. According to El Espectador, General Marco Mayorga, commander of the Third Army Division in the south of the country, commented that he was one of the most wanted drug lords in the north and center of Nariño. His power grew so large that until the day of his capture he had an average of 140 men in command, in addition, he was in charge of controlling the southern part of the western mountain range and negotiating with drug traffickers from both Colombia and Mexico.
