After the counting of votes that seeks to establish whether there was a bad count in the counting of the legislative elections, all seats are moving including those in the Afro constituency, which would leave Miguel Polo Polo without his seat in congress. In her replacement would be Lina Martínez Sinisterra, a 27-year-old lawyer who seeks to make it to the Capitol after waging an eventful campaign in Valle del Cauca and several municipalities in the country. However, the background of this candidate is the daughter of Juan Carlos Martínez Sinisterra, who was condemned at the time for closeness to paramilitarism and electoral fraud.

Although the case of 'Negro' Martínez has a wide validity, many considered at the time that it would gradually disappear from national politics. However, although Lina Martínez's campaign was not carried out in the company of her father, different versions suggest that the country's machinery came to move in favor of the daughter of the convicted of parapolitics.

One of the alleged evidence would be the audios revealed by lawyer Miguel Ángel del Río Malo, since Senator Laureano Acuña, who is now being investigated for an alleged purchase of votes, would have mentioned the candidate for the negritudes Edison Massa; that apart from the 70,000 who had to mobilize to win the elections, it was necessary to put some votes to 'Negro' Martínez, the suspicious doubt was born considering that, at no time has he spoken of a candidate sponsored by this former Vallecaucano politician. The only person who would allegedly represent this clan in politics would be Lina Martinez.

Research carried out by Criterio newspaper reveals different controversies regarding Lina Martínez's candidacy, since this woman would have toured 37 municipalities in the country in just two months as part of her campaign, however, in the report on the portal Accounts Claras, promoted by the National Electoral Council, the candidate for the Afro Curul reported the income of $50,000,000 pesos, although its expenditures did not exceed $15,000,000 pesos, values that remain in doubt due to its large displacement throughout the country.

In recent months, Lina Martínez was seen campaigning alongside Apolinar Salcedo, former mayor of Cali and sanctioned by the Attorney General's Office to hold public office, in addition to this one, different characters emerge who worked in various positions in the valley as political files of the 'Negro' Martínez, both in mayors and governorates. In addition, the candidate would have urged to support a candidate from the Radical Change party who was supported by the Char clan.

According to the Criterion newspaper, Juan Carlos Martínez Sinisterra's record ponders him as one of the most influential politicians in Valle del Cauca in the last 20 years, as the former senator handled the department's strings at his leisure; positioning a large number of councilors, mayors, governors and congressmen, having the possibility of inferring decisions that would benefit their political environment.

When Martínez was sentenced to more than 7 years in prison for the crimes of concert to commit crimes and the promotion of parapolitics, his work did not stop, because from the political pavilion of the La Picota prison, he continued to issue orders for the execution of projects and strategic moves in the Colombian Pacific, exalting his interference in Nariño, Cauca and Valle, departments where he was able to manage different public procurement movements. In addition to this, he was investigated for his alleged links with Ariel Rodríguez alias 'El Diablo' and with drug trafficker Olmes Durán Ibargüen, also known as 'The Lord of the Pacifico', added to this the conviction of attempted electoral fraud for the governorate of the Valle in 2012. At the time its influence on the mayor's office of Santiago de Cali and the governorate of the Valle, were well known.
