Personería de Cali calls for the reinstallation of the statue of Sebastián de Belalcázar

The monument was torn down by indigenous Misak people at the beginning of the national strike in 2021, so the entity issued a preventive action against the Municipal Administration, stating that it must return to its pedestal in the shortest possible time.

On April 28, 2021, the Misak Indians demolished the statue of Sebastian de Belalcázar, who is listed as the founder of Cali, on July 23, 1536. The dealers rejected the tribute to the conquistador, which is why a debate has been opened focused on whether to reinstall the 330-kilo mole, the work of Victorio Macho, installed on July 25, 1937, on Calle 7 Oeste with Carrera 2 in the Arboleda neighborhood, west of Cali.

The Personería de Cali issued a preventive action against the Municipal Administration, in which it states that it must return to its pedestal in the shortest possible time to respond to multiple citizen complaints regarding the delay of the Cali Mayor's Office with the reinstallation of the structure.

“Acting as guarantor of the rights and legal order, in particular the right of the people of Caleños to enjoy and enjoy without any limitation the elements that make up their cultural heritage, it is allowed in the exercise of their functions, to issue this preventive action in order to carry out administrative, operational actions and budgetary requirements, in order to reinstall the Monument Statue of Sebastián de Belalcázar in the shortest possible time, in its historic location (Calle 7 Poniente with Carrera 2 Oeste of the La Arboleda neighborhood), in order to guarantee the full enjoyment of the right of the inhabitants of the city to enjoy the elements of the existing cultural heritage”, argued the Personería de Cali.

The entity, at the follow-up table on January 11, 2022, asked these organizations to account for the current status of the statue of Sebastián de Belalcázar, where it was known that since December 3, 2021, the restoration contractor had already been informed of the completion of its work, which was received by officials of the Mayor's Office on December 30, 2021, but to date it has not been reinstated. Therefore, the entity finds no justification for the District not to proceed with the installation of this patrimonial property.

The District Ombudsman of Cali, Harold Andrés Cortés Laverde, said that “in guaranteeing the rights of the people of Cali, the preservation and maintenance of patrimonial assets is fundamental and an obligation of the District, which is why the Ombudsman's Office urges the Administration to immediately manage the reinstatement of the Statue of Sebastián de Belalcázar, in view of its cultural qualities and values that it represents for the people of Caleños at local, national and international levels”.

In addition, it requested information from the Ministry of Culture and the Special Administrative Unit for the Management of Goods and Services of the city, in order to verify progress in the restoration of the monument.

For his part, Secretary of Culture of Cali, Ronald Mayorga, said that “progress is being made in processes of concertation and collective construction, so meetings have been held with the indigenous and Afro community”. The District administration plans to have two new monuments on the site.
