This afternoon, before the Congress of the Republic, President Pedro Castillo delivered a message lasting more than an hour. Among other things, he said that the Executive Branch will send the Legislative a set of reforms to overcome the current crisis in the State.

Likewise, the president announced that he will convene the National Accord as an instance aimed at reaching agreements between institutions. Castillo Terrones explained that the constant political crises are suffered by citizens, so “we cannot be indifferent to it”.

“As President of the Republic, I extend my hand to build bridges, promote dialogue and work for the country agenda,” commented the head of state.

“We have a responsibility to undertake the great reform of the State. We cannot continue to be indifferent to this, because it is the ordinary population that suffers the consequences. As President of the Republic, I pledge to lead this process. That is why, in the near future, we will send to Congress a set of reforms that will allow us to overcome this structural crisis,” he told the plenary session.

In that regard, he noted that such initiatives will be developed with the participation of the authorities, autonomous constitutional bodies and citizens.

“Reforms to be carried out with the participation of the powers of the State, the autonomous constitutional bodies and citizens. In this regard, I announce the convening of the national agreement, a representative and plural body, which will allow us to achieve the necessary consensus”, he said.

“I call on Peruvian women to the strongest and broadest unity, let us have faith and confidence in the future of the country,” he added.

It should be noted that before the president gives his speech, the possibility slipped that he will announce a bill to advance the elections in the event of a presidential vacancy. Thus, it would no longer be Vice President Dina Boluarte who would assume the mandate.

It was journalist Christopher Acosta who revealed this possibility, which was classified on social media as a bomb that surprises congressmen.

“ADVANCE OF ELECTIONS IN THE EVENT OF VACANCY: that is, in short, the bill that the President will present in Parliament today. With this, the Executive seeks to modify article 115 of the Constitution, which regulates the succession of power”, he says.

However, at the end of the presidential message, Acosta said on his Twitter that the president saved the bill to advance elections for later and, possibly, is part of the political reforms announced.

WHAT DOES ARTICLE 115 OF THE CONSTITUTION SAY?

Article 115 of the Constitution stipulates that: “Due to the temporary or permanent impediment of the President of the Republic, the First Vice-President assumes his duties. In effect from this, the Second Vice President. By the impediment of both, the President of Congress. If the impediment is permanent, the President of Congress immediately calls elections.”

HEADING TO PATAZ

After his speech before the Congress, Pedro Castillo reported that he will arrive in Pataz, located in the La Libertad region, where 12 persons are reported missing, several trapped and some 40 houses buried after the collapse of a hill.

“After having fulfilled the message to the Peruvian people from Congress, I am going to the province of Pataz to verify in situ the area affected by the accident that occurred this morning. The People's Government will be present at a time when citizens most require it,” he commented on his Twitter account.
